House's goals have nothing to do with giving the people what [I]they[/I] want. People are a means to an end for him. House wants scientific progress for progress' sake. Sure, it would also benefit humans as well, but like I said; means to an end. If there ever came a day where House would have to give up that progress and those dreams for human lives, I seriously doubt he could do it.
Like I said, he doesn't care about the people. He has spent so long in a damn tube surrounded by robots that he is starting to forget what people are. They are tools. The Courier is a tool, nothing more than an item to be used and cast away. The families of New Vegas are tools, to generate him revenue. If House wins, that is the way humanity is going to go. It could be beneficial for humans for a while, but I don't think House really has "compassion".
The NCR is a huge, presumably corrupt, overextended, and surprisingly militaristic democracy that echos everything wrong about Pre-War America, but they do alright by their citizens and if you fulfill all the sidequests in the best manner, the NCR ending is easily the best for almost every community. That is the difference between the NCR and other factions. The NCR isn't really [I]good[/I], but its bureaucracy is so large and twisted that all the time is spent governing and trying to sort through paperwork, keeping the people who [I]could[/I] be doing bad things busy.
The thing that I like about the NCR is that they're at least willing to learn from their fuck ups.
In the brotherhood war, there was a problem with armor, so they adapted somewhat.
They're facing an enemy that charges head on, so they set traps at times. [sp]They end up brutally slaughtering a village, they learn a lesson and think about things before they attack, though this leads to forlorn hope[/sp]
They at least try and adapt. That's the one redeeming quality.

The fucking bastard elijah always detects me on all my playthroughs when I do that shit. It's weird because you basically get 100 sneak from stealth boys.
Hell, I even looked up several videos of people doing that specific glitch that you are describing and for some ficken reason It never works for me
That's why I always cheat the gold bars out, because I feel that the game cheated me out of getting them the only legitimate way that everyone describes.

They mention it, but I think the game doesn't emphasise NCR's brutal martial law enough. If they had did that and also gave Caesar's legion some of the good features of Rome then the plot would've been way less black and white.
The difference is that NCR doesn't execute people over minor crimes except maybe one or two times on screen in the game while caesar crucified people are fucking everywhere.

Not to mention that despite its humble beginnings as a socialist commune the country is basically a Plutocracy thats slowly transitioning into a real democracy. The NCR really doesn't care much about its citizens and only really expands to increase its power and the power of its elites.

Also the constant idle animations are annoying, they start as soon as he stops moving and he won't stop until its finished so if I walk away he's just sat there doing fuckall in the distance

Removed the lens mask file ([del]as well as AA settings that're superfluous on my end[/del], plus the non-existent proxy library), but this problem still persists.

I had to give him Rex's voice since his dialogue requires several audio files from that particular voice file, this restores the dialogue, though I think just leaving the voice paths blank should fix the problem, had to set him back to animal instead of abomination to fix the aggro, still working on that idle thing.

Managed to fix the idle though he follows too close now, just going to adjust some things and I should be done.

I've seen some descriptions on a few ENB mod pages saying to try starting the game from the game's launcher to restart the game's renderer or something. I don't know if that actually works but you could give it a try.

The version of ENB I'm using is v_0232 for Fallout 3/New Vegas, I'm going to check if it's compatible with the latest version.
Edit: Yes it seems fully compatible, so I hope it helps. Just in case, don't forget to also follow the ENB instructions, like enabling HDR and such.

lol don't be embarrassed, I doubt it's your fault. ENB's for Fallout have always been buggy as shit. (for me at least)

I'd like to see if that works, as i've exhausted every other option so far bar writing one from scratch.

Afraid not. At least, not to my knowledge. The only frequently mentioned PnP games were those hosted by myself and Dwarfy, and we've been done with those for a few months now. There is another being hosted by Dwarfy planned for the summer, but I think that party's already full, especially since it's sort of a half-reboot of his original Chicago campaign where he tried to recruit most of the old players.
