Gimp is meant for texture manipulation. You will need either a plugin for GIMP to read DDS files or a converter to convert DDS files into a format readable by GIMP, and than another plugin or converter to save files in DDS format.
You will need a modelling program to manipulate and create model files. Nikskope will be required regardless for tweaking and fine-tuning, apparently people use it to ghetto model; but I do not do that so I cannot speak on its behalf. There is plenty of decent free modelling tools out there, and commercial ones such as 3DSMAX can be registered for a free 3 year license.
So in short, GIMP will do decently to my knowledge; the question becomes if it can read the image format used by the game, or if you can find a way to convert it over and than back into DDS.

Depends. Right now I barely have a use for anything other than straight ball ammo and AP. I don't even use +P loads in pistols. Hollowpoint is goddamn useless across the board.
Shotguns I could see benefitting the most. Some ideas I have, some of which may have been sourced from a youtube personality known for putting silly things in shotguns:
Wax slugs. Basically, take a bird shell, open it up, pour molten crayon wax in around the BBs, and wham. Cheap-as-chips shotgun slug that performs 95% as well as a solid lead one. I could very easily see something similar being done in the wastes to make cheap slugs for resale, or for use if the courier is crafting them.
.22 Shot: Basic gist here is to remove the actual bullets from a bunch of .22LR rounds and stuff them into a 12 gauge shell. Wholly impractical in real life since it's more expensive than buying buckshot while not performing any better, but I could see it being very useful indeed in FNV. And a great way to find a use for the 8325478693587954387695 .22 rounds everyone ends up with yet never uses because .22LR is beyond pathetic. Craftable only I think.
HE shell: 12 gauge slugs are certainly large enough to have a meaningful HE charge inside them. So I see no reason why these things couldn't be crafted in the wastes. And sold, perhaps by the Gun Runners?

I didn't really ever have any issues with this. I think I blew my head off maybe once or twice. Specifically at the Dean part of the Sierra Madre.

But no, really. I don't keep too many F3 mods in my folder aside from Caliber, HERK, and FO3 Reanimated.
Playing through the Metro games again reminded me how shitty the metro in Fallout 3 is.
It's made much better with that mod that makes every single train car, bus and metro car have its own worldspace, but it's still pretty boring.

This beauty. Adds interior space to every single bus, train car and metro car in the game. Pretty shitty translation, but [url=http://www.nexusmods.com/fallout3/mods/13064/?]there's another mod that fixes that[/url], although the better translation mod removes some minor stuff as well.
It's REALLY good. It actually has really interesting interiors, like if the car is all fucked up and tilted outside, it'll totally be fucked inside. Some busses are totally livable, and enemies will follow you in those interior spaces so it's not even OP. Just don't try to blow up a bus while you're inside it. I think it also allows you to enter some of those monorail trams, and climbing down a vertical monorail without dying is pretty fun.
Is Raul supposed to be a tribute to Vic?

Dead Money is where New Vegas ended for me.. still haven't finished it.
Although I did love playing through it after I gave myself a Sawed-Off Shotgun through the console.
Now I'm in the part where my bags are filled with gold, can't move really, and the some-dude is coming there and I'm supposed to [sp]trap him forever?[/sp] but I would have to use noclip to get past him and all that jazz to get back into Mojave with all the gold, so.. [i]nope[/i]

If you have a stealth boy it's significantly easier.
Basically, [sp]Drop all the gold at the door before whatever triggers opening it so you have just a little bit more time, trigger the door opening, run out and as you're going grab the gold. Sneak your way up the stairs immediately in front of you, iirc go to the right up [I]those[/I] stairs and make your way in. There's also hiding behind whatever's immediately to the right of the big dome and rotating as he walks by, then proceeding to just walk to victory because you have a very short timeframe before he closes the door.[/sp]

The original design was kind of lackluster.
The level design for most interiors NV is jarringly disappointing compared to the ridiculous amount of detail of Fo3's interiors.

Why would I sell my gold bars when I can use them to establish the wealth of my own independent Vegas? 37 gold bars may not be a lot for a city state, but it's better than none.

I never sell the gold. All 37 bars usually end up in a safe in my player home, mostly because each individual bar is worth more than any one vendor in the game can cough up.

Gun Runners are pennies to me.. All of 'em are, probably. I've looted, scavenged and sold so much stuff all around Mojave. And I haven't sold any gold.
Also my companion Boone has this pretty big backpack. I was surprised that it would actually appear on his back when I gave it to him, maximum RP experience+
Looks perfect with ncr ranger coat+combat helm (the beret is unequipped in Boone's inventory, so all's fine.)

Last time I went to the Gun Runners they had 8000 gold though because don't they level with the player or something?

The base value of a gold bar is 10,539 caps. So unless you have a shit-tastic barter skill one gold bar will clean them out and then some. And if your barter skill is good you may not even be able to recoup that difference buying shit. The only vendor I can think of that frequently has enough to buy [i]one[/i] bar is the Sink CIU, and the Sink's vendor inventory never resets. Meaning that one bar you sold it is all the money you're getting from it.
Total value of the entire pile is 390,000 caps, too. So good luck liquidating that shit.
How does the leveled content system work in NV, exactly? If I go to the divide at level 5, use a commissary terminal, leave, play through the rest of the game, and come back at level 45, will all of the enemies still be in the level 5 bracket, or does it refresh after a while?

Welp yeah, my barter skill is default because I don't buy shit in the game, I just horde it in the case of needing to do something like get into NV on the rare occasion my intelligence isn't high enough to talk past the robot.

You're missing out on a lot of speech checks. The barter skill is used for quite a bit more than just price fixing.
