Try running it in XP compatibility mode maybe? And/or tell Windows to disable composition?

Just ask around, see what people's opinions on them are and form your own.
The regulators on one hand are saying that they kidnap their people at night and kill them, and the blades say that the regulators are terrible people. I'm more apt to believe the regulators as it seems they have better people. Zimmerman wants me to kill their leader, but I think I should level up a bit more and get some bettuh armor.

They should just have a quick luck save for every shot that is below the DT. If the roll succeeds, no damage, if it doesn't, then you just take the regular reduced damage.

Not really. New Vegas is more stable on W7 than Fallout 3.
If it doesn't work you can always revert back to standard New Vegas, TTW is basically a ton of .bsa files repacked and patched that you put in your New Vegas folder with one .esm to implement them properly.

Nope! Playing FO3 in TTW is more stable for me than FO3 itself ever was. And you get the added bonus of NV's improved gameplay and arsenal.
Anyone else think that Dermot and St James in Westside might be from the Capital Wasteland (or at least Dermot) since Dermot wears a RobCo jumpsuit and police hat which are common in Fallout 3 but unique to him in NV, and their [sp]"practical" view on slavery[/sp]?
It might be a subtle nod to Paradise Falls but I don't think it's an actual connection. obsidian did mention that the events of New Vegas bore absolutely the minimum connection to events in DC.
Then again the Wasteland Survival Guide is present in the Mojave, so it's entirely possible I'm full of shit.

Just a bit of headcanon I wanted to share, but it's not outside the realms of possiblity. Stuff like Ranger Ghost (a personal favourite NPC of mine) being albino isn't mentioned in-game but confirmed by Word of God.
I would just say it is reused assets but since they are unique to him it might be possible.

I no longer have to worry about anything that wants to kill me now. Signature weapon mod has made my M4A1 more powerful in every way aside from ammo capacity than even the CZ57 Avenger minigun. DPS is 532 with FMJ ammo, with HP ammo it's 743. I can shred entire scores of ghouls now. Only real issue right now is that nobody stocks fucking 5.56 ammo right now. It took me an ingame month to build up my old ammo stores of over 1000 rounds.

I almost always make my characters practically albino (though my current Fallout 3/New Vegas character is Asian non-albino) so it just seemed natural to me to see someone else like that. Besides, all the best snipers wear shades, and Ghost doesn't even need a scope.

I wouldn't be surprised if that was the case. Seems to me that independent slaving rings live and thrive throughout the East Coast due to the lack of any major law enforcement and/or governing body. In the west, slaving is pretty much a oligopoly controlled by the Slaver's Guild and the Legion. There's no indication that Dermot and St. James have any ties to either organization, so who knows.
Although just because Dermot has a Robco suit doesn't necessarily mean he's an East Coaster. Considering, y'know, the mojave is currently where the founder of Robco resides :v:
