He didn't know because I couldn't tell him. I couldn't tell him because he wasn't on. :| But I'd accept his not being here for this week, though I'd be extremely disappointed, seeing as he has only a limited amount of time to spend with his family before he leaves for almost a year. We'll give EAGLE a proper end whether or not his player actually shows up, but it'd be much nicer if he was controlled by his creator.

What is the recommended order / levels / stage of the main quest to do the dlc's in new vegas?

J.E Sawyer recommended that the best order is Honest Hearts, Dead Money, Old World Blues, Lonesome Road if you want to get the entire dlc story in it's proper order. Although the first two can be easily interchangeable.

After that you should be able to use the Hi-Res patch you already have scot-free; I hope this helps! It certainly worked for me
