My outdoorsman skill was 14, so yes, it was that. I still get em all the time since i hit 130 though. Luckily i can choose to avoid the bad ones most of the time.

I was playing Fallout 3 last night and was on my way to the Arlington Library from the Flooded Metro when I noticed Bryan Wilks materialize behind me and start stalking me.
Standard procedure with this little bastard is to avoid him for as long as possible, like Malcom Holmes from New Vegas. So I keep running from him until I reach the bridge next to the Citadel. Rather than follow me up the bridge, he [I]goes around it[/I] and starts running to the Citadel for some reason where five Brotherhood knights/paladins are guarding the front gate. Thinking I finally lost him, I take out the raiders under the bridge when I hear gunfire, I mean LOTS of gunfire coming from the Citadel.
I look over there through a scope, and I see the Brotherhood firing everything they've got (I'm talking miniguns here) at Bryan who's now running away from them. It doesn't end there either, as the Paladins give chase (while still firing) and eventually the kid ends up cowering by some rocks. Given that kids are invincible in this game, I was left with a sight of eight power-armored soldiers using the full might of their arsenal against an unkillable child in a fight that may go on forever.
Damn Bryan, what the fuck did you do?
Anyone know any sensible and realistic hair mods?
The only ones I can find are weeaboo-tier that look terrible.

Going for TF2 Soldier for TTW playthrough, how's this?
Also, any tips on anything special I might want to get/do?
I beat the game legit so many times I usually just run around with mods that do things completely utterly ridiculous in god mode.

If you're planning on using missiles like the Soldier you might wanna bump up your PER a bit

That's an issue with your CPU being too fast, then. Like I said, some of the "unofficial fallout patches" address the problem by changing the way random encounters are calculated

Actually, PER doesn't do shit in Fallout 3. There's the red bars and it puts a few more points into explosives at first but who cares about that? Missile Launchers are governed by Big Guns, whose initial value is determined by Luck and Endurance.
Also, be sure to pick up a special missile launcher from the Brotherhood Outcasts. It's worth it.
He's in ttw, not fallout 3. Still though, perception doesn't do anything to help your aim, and skill bonuses for SPECIAL are pretty measly anyways (unless you're at extreme attribute values)
Most important attributes in new vegas are int, strength, endurance, luck and agility. charisma and perception are pretty much useless, they govern like 1 thing. You could set both to 1 and wouldn't suffer any particularly huge penalties.

I wouldn't normally put points in SPECIAL for skill bonuses, but since he was going to try to play with IN 3, and since END is pretty important, why not?

Over the past few weeks I've been thinking of a replacement for the stats/perks used in the Fallout games. For example, in Fallout 3 and New Vegas lockpicking is only affected when you have 25 points/50 points/75 points/100 points, every other value is meaningless to the point where 75 points in lockpicking and 99 points in lockpicking do exactly the same thing. There are also shit perks like "Increases your sneak and lockpicking by 5 points" what a waste of a perk.
Then you also have the problem of characters with 1 intelligence and 100 n medicine and science, or 1 in charisma and 100 in barter and speech. It's a dumb system.
Instead I think a system of incremental perks would be better. For example you need a minimum level of intelligence to unlock the medicine 'perks/skills' where you first unlock first aid to improve your healing, then different types of medicine which add passive buffs to healing and active perks, like being able to see your enemy's DT or total health.
You could even have perks be unlocked be a combination of attributes or have 2 requirements but you only need one or the other, like a basic barter skill could require intelligence or charisma to unlock, science could require both intelligence and perception, combat skills require strength or endurance.
The idea is to remove situations where you put 17 points into lockpick or science when you level up and have no functional difference. It would also alter how attributes are used, a minimum (low) science could be needed to wield energy weapons, charisma could give you access to taunts which allow you to raise/lower the morale of your allies/enemies.
I always wished Charisma and Perception were actually good.

To be fair the game does kinda like to throw a high-powered rifle at you first thing. The raiders in the Super Duper Mart would more often than not drop you a .32 hunting rifle...and even if they didn't go trampling around DC you'll be swimming in the fuckers...in TTW the muties drop the .308 variant and ammo for them with alarming regularity. It's rather hard to make the Enclave really stompy when the game's literally been throwing high-powered rifles at you since level two and they really only spawn in when you're lategame anyway.

I had considered that actually, and gave their armor a bit of an AR boost. Combined with FWE, it makes them much more of a threat.

What TTW have you been playing?
Like only 10% of the muties in the 1-15 player lvl range spawn with hunting rifles, and that's because the ones that have them are the brutes. Even after level 15, most muties spawn with chinese assault rifles or assault carbines.
Confirming Super Duper Mart super duper raiders, but I'm yet to get any further than that as I'm disgusted by the whole game and it's lack of incentive to deal with me modding it.
Already spent like a week getting TTW to work, my latest issue being fallout.ini and falloutrefs.ini (or something like that) files rewriting themselves even if I set them to read only. I need those files changed dammit.

The latest one with the mutie rebalance mod. One in five carries a .308 rifle and a handful of bullets for it.
Found the upgrade parts for the tiny securitron Muggy in the sink. Awesome guy when you ask about mugs:

Has New Vegas ever crashed for you and doesn't allow you to do anything like alt f4, ctrl alt del, alt tab and such?

I've played over 90 hours one my last character with only one crash and I can thank the New Vegas anti crash mod (NVAC) for that. I highly recommend it if you experience crashes or lockups like you describe. Also install the unofficial patch and the stutter remover.

I've never had NV crash that hard, but I have had it occasionally tank hard enough that I needed to actually use Crtl-Alt-Del instead of just alt-tabbing to my second monitor and killing it via taskmon.

Why does having a second monitor help? A NV crash used to mean that I'd have to Ctrl+Alt+Del and sign out in order to fix it because I wouldn't be able to touch any of the other programs, but ever since I got a second monitor I've found that if I open up task manager on it, I don't have to sign out in order to regain control.
