If they do, it'll be like Skywind/Skyblivion instead of the current TTW. Differences in engines and everything.

I tinkered around with it and mostly had it working. It came with its own dedicated ammo in SWC and bog-standard 500S&W, working ISA and everything.
I gave that project up though. Trying to get it to disperse throughout the wastes in levelled lists made it crash the game. And even if I did get it working I wouldn't be able to release it, as I plucked the mesh straight out of 20th Century Weapons and I doubt I could get a hold of the necessary permissions. Oh well. Was never planning on releasing it anyway. I had just gotten so fed up with waiting for someone else to make one that I said "Fuckit" and whipped out the GECK.
I had previously converted the 20th Cent M2 Browning as well, which I just tossed into the secret inventory at Mick and Ralph's. Too few enemies would be able to wield that thing(Translation: Hostile super mutants) that I just didn't feel bothered putting it into levelled lists. Chambered that in the game's built in 50MG ammo since that was more or less 12.7x99mm NATO anyway. STR9 and Guns100 to wield it, and it weighed the actual 90 or so pounds an M2 Browning would weigh. My god did it hurt though, clearing Deathclaw Promontory or Quarry Junction with it was just pure awesomeness.

possibly just a suggestion but another riffle? maybe with a scope? the vagrant riffle is a great early game start, the 5.56 is cheap and the scope and silencer are cheap as well, until you can get the sniper riffle and its rareish .303 ammo.
does TTW change anything like perks or skill books for the sake of balance?
Are there any mods that make NV (or 3) more [I]freeform[/I]?
I've exhausted both games, pretty much, and I'm looking for a way to keep playing. I'd especially love if there was something that made scavenging both more challenging and rewarding.
Kinda like RTS, in that it hands you the tools to keep going by yourself, but RTS itself seems a little hefty for my tastes.

It keeps all the fallout 3 exclusive perks around although those mostly consist of +5 in a certain skill which is pretty shitty when you only get one perk point ever two level. I think skill books are left unchanged.

I don't think so. I believe all spots stay the same. They do replace 10mm with 9mm pistols early game.

Skill books are often replaced with magazines, IIRC. Kind of annoying, but it retains their NV level of rarity. As for the perk thing, I got a mod that allows you to take a perk every level instead of every other level, so that's not really a problem.

They're modified where appropriate, though. Things that reference skills that changed/disappeaered/were added in NV, DR, etc were changed. And there's an optional patch that fucks with the bobbleheads though I don't run it.

Uuh, no. Skill books are still stupidly rare. 95% of them were changed to magazines instead, which often negates a lot of the value of looting certain locations where a skill book was the main prize.

There's a few RTS type mods on the nexus, i don't remember the names of any but look around, they're fairly popular and thus easy to find.

Recharger Pistol/Rifle, maybe? They kind of look like prop/toy guns already.

You can do the main quest non-lethal which is good enough IMO.

I'm mainly looking forward to better face/body creator, that's something Bethesda should be able to accomplish without ambiguity in quality
If the character creator is like skyrim we should finally get body size, dirt, complexion, etc and every character made won't necessarily be Generic MacGee. Hopefully the complete tool who did the characters skins for Skyrim will figure out how to properly compress a .DDS normal map though so we don't get that blocky shit all over the body/faces, that was an immensely amateurish mistake.

Oh man, the people of Skyrim were pretty horrifically ugly. I mean, I'm all for those features being added, but please don't let the guy(s) who made Skyrim's faces make the ones for Fallout.
