That's what I'm saying, they could have prevented the whole "shouldn't DC be destroyed" thing by not setting Fallout 3 in DC.
Black Isle were based in Orange County, yet they still thought "hmmm, since these areas have such a large population, they will probably be completely gone by atomic bombings."

But DC was hit harder by nukes. That's why it's in such shit shape compared to California during about the same time, it wasn't as habitable as soon.

That's what I'm saying, in the lore DC should have been hit so hard that there's barely anything left, but the buildings in DC are very recognizable and the city looks like it's been lightly shelled instead of being atomic bombed over and over and over again.

You also have to remember due to time constraints and budgets we can't have life sized DC, and most likely the DC we are exploring in the game is the parts of DC you still can explore.
Why would developers develop sections unreachable by the player?
Like how DC is 16x smaller or something in the game.

16x smaller as in portrayed space? or...
I mean, is there even a distinction? Anyway, I've never seen a game that portrays a real-world city to scale, because that's beyond the limitations of games up until fairly recently. A life-sized Capital Wasteland - or Mojave Wasteland, or any place really - would take fucking forever to cross. I think it's probably for the best that things are scaled down.

I'm pretty sure the national mall in DC was literally China's #1 "hit this target until its glowing ash and dust".
The only thing that would make sense is that DC had the best anti-nuke defenses in the country so they managed to minimize the damage.
Mr. House had better anti-nuke defenses.
Nukes don't really seem to work realistically in the Fallout-universe. The White House is shown to have been directly hit by a nuke leaving it a smoking crater, but the buildings around it are still standing.
Even the warheads in Lonesome Road don't make that much of an impact. You'll still find items underneath a recent detonated warhead because we're going with the Indiana Jones train of thought that anything in a lead briefcase is explosion proof.

Now I want to see a mod like that though, where in place of the city of DC in Fallout 3 theres just a huge flat-ish landscape with hills and craters.
And then buildings like the obelisk which name I cant remember and the top of the White House just sticking out of the ground

I always thought that the ones in lonesome road were so weak because they had been sitting around for 200 years, atomic decay and all of that, not to mention whatever effect the weather would have on them.
It's probably because if a nuke worked they way they do in REAL life there wouldn't be ANYTHING left of Washington to set the game in.
Ardosos, atomic bombs don't work like that. They either explode, or they're duds. No in-betweens.
I agree that Bethesda used too much of their artistic licence in making D.C. My biggest problems:
- Springvale torched to the foundations but Statesman is fine.
- Boarded up windows. Boarded up doors.
- The Washington Monument is solid stone except for the elevator shaft. Why is there rebar?
- The houses in Minefield are looking pretty good next to the absolutely demolished concrete building.
- Rubble accumulates in neat little piles at the end of streets.
It would be cool if there was an area where everything was razed, and the ground you're walking on is flat, the destruction stretching out for miles. The Glow's map is a good example of this and I'd be interested in seeing it in 3D.

I'm not sure how this would affect gameplay. I think that Fallout 3 could have the same amount of content even if D.C. looked like that - most of it is just filler buildings. Maybe they could speed up the absurdly slow running speed to get to interesting places faster.

reminder, not all nukes are created equal
fallout's nukes were low yeild, high radiation with EMP thrown in. theres the few big bombs but those were more gameplay fun instead of what they actually used

I like to think that they really aren't initializing the full fission reaction due to a combination of factors. One would be decay, and since this is using 50s tech, they use what's known as the "Urchin", which is a neutron generator. After 200 years this urchin would've decayed beyond use. A full nuclear reaction wouldn't happen as easily without a decent starter neutron source. The explosives would still detonate, but it would be a big fizzle, releasing a lot of low level radiation everywhere. That explains the lack of power behind them.
There's also degradation of the explosive lenses, so it could be a case of the implosion not being perfect, so it simply spits plutonium all over the place.

To a degree. If you were close enough to measure the cloud like that, then you're probably on the fast track to a slow death from radiation poisoning. Also fallout tends to follow wind patterns, so it wouldn't fall in a perfect circle around ground zero, it would spread out and cover hundreds of miles lightly.
Can anyone recommend any good ENB setups that don't oversaturate and overcontrast everything and don't completely destroy performance?

Looking at it more, it seems to be based on cold war nuclear survival wisdom, similar in vein to good old duck and cover. It's still used today as a literal rule of thumb when in visual proximity to an emergency like a fire, but it's no longer applied to nukes specifically.
This makes even more sense when you look at the game's culture era and parody of the nuclear understanding (or lack thereof) of that time.

In one stall sits a skeleton on the toilet. Marlowe takes a bone to use as a club. In a few others they find spiders, one sitting on a toilet full of eggs.
After both critpassing on Luck rolls, the ceiling above the spider collapses, crushing both it and the eggs.
After this, the two head out of the cafeteria. From this position, the exit is to the right, a hallway deeper into the hospital is left, and forwards leads to the parking garage, where they go next. Inside, they find someone pillaging an ambulance. This is Dez, our third party member. He's a peculiar and partially unstable man. Dez agrees to join the other two in cleaning the place out. They then proceed to loot the parked vehicles, netting a pair of jumper cables, a 5 meter coil of rope, vehicle owner's manuals, a pair of fingerless leather gloves, and a pair of shades, as well as some surgical tubing and a Microfusion Cell from the batteries of the cars.
The three head deeper into the hospital, passing by a gift shop, inside of which they hear footsteps and mumbling. They open the door to find a woman examining a skeleton, proclaiming that "so this bone goes to THAT bone, that explains a lot," while wearing a comically stock doctor's outfit. This is party member four, Doc, an Asian doctor lady who doesn't actually practice medicine but who is very lucky and claims to be a doctor anyway.
After agreeing to join up with the other three for fun and profit, the four head upstairs, and start going room-to-room. Inside the first room with any sort of conflict, they find 3 more giant spiders and a GIANT giant spider, clinging to a web that spans from floor to ceiling. They exchange blows with the spiders while Doc tries and fails multiple times to mount and ride the biggest one, before they finally finish them off, with Dez and Doc getting poisoned in the meantime.

According to a navy nuclear engineer I talked to, one of the better places (other than underground) is actually on the middle floors of a skyscraper. Far enough from the ground to mitigate radiation exposure from fallout settling there, and far enough from the roof to do the same for the fallout settling there. Seal it up, and you're golden.
