Okay, I honestly have no idea if my own mind just fabricated this information or not, but I SWEAR TO GOD that I read in a magazine somewhere, before NV was released, something about being able to really go in depth with your character's background info, including being able to play as a ghoul. I "remembered" this a couple weeks ago and it's been bugging me this entire time. Can somebody confirm this and that it was cut from the game or something, or did I just make up with that information myself?

That's sad, really.[/QUOTE] There's a bunch of INI options in Skyrim to let the trees and mountains and other world meshes. Like pretty much any hidden INI option in that game though, it's kind of crap - the shadows mysteriously disappear after a certain distance away from the player.
Speaking of cut stuff, I was looking through the Fallout wiki and (this is probably going to be so very late) apparently JSawyer showed off the Fallout NV map concept at a developer conference [t]http://static4.wikia.nocookie.net/fallout/images/6/6b/Earlyfnvmapdraft.png[/t] Considering the fact both Mojave Outpost and Searchlight are both north of where they are geographically supposed to be on the map [I]and[/I] considering it was originally planned to be larger than 3 scale-wise, I'm wondering if this map shows the true scale of what they were trying to accomplish. As in [I]almost to real life scale[/I]. I feel like I'm reading too far into this, but what if this were true? Holy shit...

wouldn't have mattered if the map design guys had made the game real life scale, the other design guys wouldn't have implemented sprint anyways so we'd have been forced to walk from point A to point B

(That's what they did to get the DC metro train to work, I hear)

It's always hinted that they have operational vehicles (see: NCR use of Vertibirds and all the military vehicles in Camp McCarran) and they outright admit that they use trains to ship off stuff they dig at Quarry Junction to both the Strip and the rest of the NCR. I think they were imagining a much more mobile world where you might actually have to use the train to travel to certain spots or to make it much faster, but due to both time constraints and probably our favorite Bethbryo engine, it just never came to be.
