anyone know why my game freezes a lot but the sound continues
I think so, but its origins have been long forgotten as of today.
The only thing I can do, is invite you to read and maybe download some of the files I've uploaded trying to fix this mess 6 months ago, from this page onward.
Will the cycle ever end? What have I done to anger Saint Boris?
I tried your ENB and it looks like this:

I probably need to tweak some things like lower the brightness a bit, and fix those god awful plants but it looks fine. This is completely vanilla with no mods (but all the DLC.)

I'm definitely getting there.

Wow, you're the first person who manages to get it working. You just made my self-esteem go up.
Though that there is my old ENB settings, the new one I use for Fallout 3 is more refined. The sky looks much better.
Oh, by the way, you're all supposed to set Brightness to minimum, in case you didn't do that.

Could you post those settings?
Today I learned why you don't just sprint through the War Memorial and slap the observer pod down wherever

There where 3 more around the corner

Idea:
Find a swarm of Mirelurks, kite them to a town. Three things can happen:
(i) The Mirelurks turn back, unable to make the journey.
(ii) The Mirelurks are slaughtered upon reaching the town. The meat is worth hundreds of caps and lasts for weeks.
(iii) The plague of monsters in your wake razes every town. Having raised an army from the Potomac itself, the Lone Wanderer becomes a scourge upon civilization. The Capital Wasteland empties, never to be resettled.
Mirelurks were the coolest enemy in Fallout 3. They were actually scary. Why hasn't anyone modded them to New Vegas?

They're already in New Vegas, as Lakelurks, but I think they only ported over the Mirelurk King, not the regular Mirelurk

I'm talking about the crab shaped mirelurks. Lakelurks were okay, but their ranged attack is really inaccurate and their melee is slow.

Inaccurate, but surprisingly damaging.

Yes, if it actually hit you, it will break a limb and take more than a 1/3 of your health.
Does anyone know what key(s) the Fallout 3 theme song and the Fallout New Vegas theme are written in? I wanted to make something that sounded Fallout theme-song-ish.
Started playing Fallout 3 again which I've been planning to do for months and I'm having a blast. Decided to mod it for play through though and the ENB I've chosen combined with a couple lighting and texture mods make the game look fucking amazing. Going to check the Nexus again later to see if there are any interesting gameplay mods I could add that don't take away from the atmosphere. Any suggestions would be great.

What's the performance hit?
This ENB tweaking shit sure is hard. Anyway I didn't really look at the hit but it slowed my game down a bit, keep in mind the computer I'm using is pretty shit anyway and I only really use ENB for screenshots.

I can't get it to look just right.

There you go.
About the performance hit:
I recommend downloading Boris' ENBoost for Oblivion.
I have installed and it helped with the performance a lot.

There already is an ENBoost that is optimized for FO3/NV

Hmmm, since the Fallout 3/NV/Oblivion ENB is almost exactly the same, I think it's preferable to download the most recent version.
Is there actually a decent ENB PRESETS that doesn't add a fuck ton of bloom everywhere? Does anyone have any good ENBs to recommend, I just can't find a decent one.

Even though the composer used a major 3rd, I am fairly sure the Fallout 3 theme is written in C minor as the main key. Try messing around with the minor and major 3rd to keep the feel from that theme.
I also found this cover of the New Vegas theme: https://www.youtube.com/watch?v=SkIO6_Myrro
The sheet music is included in the link. Good luck!

I think FO3 is C Minor while NV is C Major, but I might be mistaken. I've never paid too close attention to them musically (and I don't play piano, either).
New Vegas Redesigned 3 and Fallout Character Overhaul I suspect.
I'm trying to create a custom radio station for new vegas. This station would have a large number of songs (100+), would play songs from the list randomly, but most importantly would play each song from the list once before repeating any of them.
Where would I go to learn to do something like this? Can it even be done? Where do I begin?
I find it ridiculously hard to make a cool looking character for NV even with FCO and such and no-one really makes FCO presets. It's a shame NPC preset mods don't work for FCO faces.
