Imo, a fallout game set in another country should probably be done by a dev in the country itself. That is often a good way to get proper pop culture/influences from that country.
I don't really think that there can never be a fallout game in another country but it does have to have the same sort of theme as America(50's but then another country or something).

I am currently in the deadly gauntlet that is 'Trying to get TTW to function'. I had to do a clean reinstall of everything to ensure it will have a better chance at not bugging out. It's especially annoying when you own legal copies and you're patched but it tells you that they aren't and you realize that apparently the installer is known to flip out. Second or Third times might be the charm.

On the subject of Fallout game locations: I'd something that would allow a real mix of F3 and FNV. Huge, sprawling cities with complex metros along with vast deserts and sparse towns. I just don't know where that would be.

Simple, it's an old British (Mideval English, anyways) group of writings that a lot of Americans learn and study in school about a bunch of shit that has no relevance to one another (a good BethSoft trait in story telling), and the Miller's Tale is an amazing stab at 14th Century Catholicism and also quite punny (no, it actually contains a lot of word puns, but it is also quite funny, too).

Fallout in the Netherlands would be flat. alot of flat shit. with some swamps, some flooded cities and some windmills. Not sure about weapons though.
Of course, gotta keep in mind resource wars so netherlands probably got fucked as we got almost nothing of natural reserves(by the time the resource wars happened ,most of the gas in Netherlands was probably used).

Britain could work just because it isn't too different from the US, but it would still be best relgated to a spin-off.
Tenpenny came overseas from Britain after the war and, as has been said, if the Capital Wasteland was the [I]better[/I] alternative, then there is no telling how shitty Britain must be. I mean, they suffered through years of conventional war in the Resource Wars, a limited nuclear exchange, and then presumably the Russians nuked whatever was left (I always assumed Russia was Europe's main antagonist in the Fallout universe like China was to the USA). It would look less like Mad Max and more like The Road: cannibals everywhere, quintessential British weather (perpetually shitty and rainy), and god knows what stalks the irradiated moors at nightfall.
Also considering the fact that Europe is very dense and urban (and therefore has a lot of targets) and it underwent at least 2 nuclear exchanges, as well as conventional war, I imagine continental Europe resembles the surface of the fucking Moon by this point.

my 87%-chance-to-hit missile sailed right past it and a second later I had slumped to the floor dead after it shot me with a single plasma blast
it was truly a pathetic sight

i entered ulysess's temple with my anti-material rifle once, entered sneak mode and took aim. boom headshot, he collapses.
it was the most anti-climatic final encounter ever. i could almost imagine what his thoughts were prior to that moment.
"oh shit the courier is almost here. better stand here with my back to the entrance looking all cool and shi-"
just finished reinstalling everything necessary i could think of, project nevada, fook, WMX/WME (and a mod that makes those four things work together seamlessly) AWoP, Warzones (not the greatest mod but w/e) Yangtze memorial mod (it has its own custom enclave commander based addon that I like with a working vertibird and stuff) RTS (i wish arcoolka didn't disappear) and the camera addon that lets you see your body in first person, plus that famous animation replacement pack that makes shooting in general look less goofy... given a couple of years of development on some of these mods plus the four or so anti-crash and memory purging plugins I have the game is finally stable enough to enjoy thoroughly

I just tried to snipe him from the very end of the room.
I wish there was a VR shooting gallery where you can bring your own weapons and junk but ammo isn't used up in the real world because by endgame there aren't a whole lot of places to kill things when you're being a nice person.

Dez then is granted access to the elevators, and Surd begins tagging along. They head to floor 27, and follow the signs to the head honcho, Darcy's, office.
The gold plate on the office door says "Darcy" but has the family name covered with a piece of duct tape, presumably because this particular Darcy's family name is not what is on the plate. Surd peels the piece of tape off, revealing that family name to be "Walt." Surd pockets the piece of tape for some ungodly reason. This is entirely irrelevant.
The man Darcy is fast-talking, irritated, and not in the mood to deal with shit. Dez proceeds to give him much shit. Darcy, head of Yellow Cab, tells Dez and Surd he isn't the one they were supposed to talk to if they wanted a job, but they're welcome to hit up the Grand Central stand of Yellow Cab for that, while stating the Yellow Cab has a non-disclosure agreement with Vault 9, dubbed 'the hole,' regarding its location. The caravan to Vault 9 leaves in a few hours. With this information, Dez punches the man unconscious because he was a dick, then leaves, whispering to Surd about how they should raid the caravan.
Dez and Surd head back to Grand Central, but on their way, stop at a building which is currently spewing smoke and flames. Long story short, the party gains a new psycho: Flint, the Pyro-kinetic Psyker. She is moderate to severely unstable.
Greaaaat.
The trio make their way to Grand Central, signs on to the guard, gets a 400 caps advance payment, and they buy a few things before the caravan shoves off. There are 3 trucks to guard, with 6 other guards. The guards and party, totaling 9, split into convenient groups of 3, and each board their own truck to guard. Dez sits in the front seat, while Surd and Flint sit in the flatbed's back, with the cargo. The caravan leaves soon after, with the truck the party is on being last in the lineup, as the three trucks speed through the city.
About an hour into the drive, the caravan is accosted by 6 people wearing leather jackets and riding motorcycles, 3 on either side. The three on the left side surround the back truck (ie the truck the party is on) while the other three speed ahead to handle the forward trucks.
Flint shares a short exchange with the presumable leader, a big man with a bushy beard. The three motorcycles accosting the party have punny license plates: "DSRT R4T, FE HORSE," "MUTANT B8." MUTANT B8 is the leader's. Combat starts.
Round 1:
-Surd shoots and hits once MUTANT B8, dealing fair damage.
-MUTANT B8 goes next, pulls alongside the passenger seat, and shoots Dez. Crit. Armor-bypassing 26 damage, leaving Dez half dead.
-Flint goes, hurling fireballs at MUTANT B8, and setting his beard on fire while dealing some good damage.
-Dez stimpaks up, healing 20 damage thanks to a max healing roll. Dez then tries to make a jump for a motorcycle. Rolls AGI. Fails. I give him a courtesy second roll. Fails. Last chance, I have him roll Luck, and he finally passes that, which gets the shaft of his spear tangled between some cords strapped to the truck. This prevents Dez from being left in the dust.
-DSRT R4T shoots and misses Flint.
-FE HORSE burst fires at the back of the truck, hitting Surd once and Dez twice.
Round 2:
-Surd shoots DSRT R4T 5 times, missing 3 shots, critically hitting once and critically failing once. His critical hit deals 300% damage, killing his target, while the critfail results in Surd shooting himself in the foot as the truck hits a bump.
-MUTANT B8 shoots Flint for setting his beard on fire, hitting and dealing 14 damage.
-Flint rolls 100 and critically fails, but gets off easy, only losing all her AP for the round as she snaps her fingers trying to make another spark for her fireballs.
-Dez climbs back onto the truck, and jumps for FE HORSE's bike. Pass. He then tries to punch HORSE, failing and bashing his hand against the motorcycle helmet ineffectually.
-FE HORSE pulls a wheelie with his motorcycle in an attempt to knock Dez off. Dez fails the roll to stay on the bike, fails the second roll to try and drag HORSE to the pavement with him, and fails the Melee roll to stab HORSE as he gets knocked off. Dez is left in the dirt.
Skipping to Dez's outside combat perspective for a moment, he slides face-first across the pavement for a few feet, before finally stopping and getting up. Looking around, he spots a rocket-red bicycle with a basket and a little bell in an alleyway. He mounts this, then proceeds to pedal. Roll STR to pedal. Critpass. He goes FAST. Roll STR again. Critpass again. He goes LUDICROUS SPEED. Dez shortly after catches up to the caravan and keeps pace with the speeding motor vehicles with nothing but a bicycle.
Round 3:
-Surd reloads and fires at MUTANT B8 four times. Two misses, a hit, and a critical hit. Another 300% damage hit, dealing about 31 damage. His non-crit kills MUTIE B8.
-Flint hurls two fireballs at HORSE, dealing 14 and 16 damage.
-Dez rolls AGI as a little bonus, and as he speeds past MUTIE B8's fallen corpse, he grabs a machete off of it. Charging up to HORSE while shouting "HOOOORSE!" and "WAAAAAAAAAAAGH" while ringing the bell on the bike and banging the blunt side of the machete on his helmet, he goes for a chop, but misses as HORSE ducks.
-HORSE goes for a chop at Dez, hitting and dealing 2 damage. Amazing.
At this point, two bikers from the forward group slow down and start attacking the party, having gotten beat up from the forward truck. Surd and Flint make short work of one biker (Surd critfailing again), while the other turns around and fucks right off, having had enough of this shit.
Dez goes for another chop, slicing HORSE's head clean off, which then lands in the basket on Dez's bicycle.
This leaves us with:
Surd: Master of Crits, both beneficial and not so.
Flint: Flaming Probably A Lesbian, mistress of fire.
Dez: Pedal to the Metal, taker of heads.

I used the unarmed weapon "super heated saturnite fist". It took a long time and while I had the double turbo implant I took so many stimpacks, slasher and other drugs I nearly got addicted just looking at the screen.

When I killed the Legendary Bloatfly it's gooey exploding death animation kept playing over and over. Couldn't kill it without risking a broken save file.
(FPS) Fallout in San Francisco would be pretty interesting but I feel like most would be against it, because we've already had one basically in California.

Fallout 1 and 2 and New Vegas all took place in California, though NV only partially. Fallout 2, you could visit San Francisco.
