Is New Vegas Redesigned 3 not compatible with Mod Organizer or Project Nevada? I've been trying to reinstall everything for the last few hours, but everyone has exclamation mark heads with NVR3 and those are the only things I haven't used with it before and oh god.
I've tried installing them through FOMM instead of MO (that's how I have them right now), turning off the FCO .esms and .esps, and messing with the load order, and nothing is working.
please help it's terrifying

Yes, you're right. First off the criticals don't matter since the critical multiplier is zero, we don't need Finesse and Better Criticals. Also, I forgot Living Anatomy, Lord Death, and Bloody Mess, which each give multiplicative damage bonuses.
If Fhenexx is right we're still in the clear. Most NV enemies have 0% DR and it makes sense that TTW extends this to Fallout 3 creatures. If we're assuming this is the case, then take Psycho and Slasher to get two 25% damage bonuses. This brings the damage above 15, the DT of the Legendary Deathclaw. Some DT is much higher. Luckily, DT in New Vegas will actually let one fifth of the damage after DR through, bringing it down around 3 in most cases.
Under poor circumstances, they'll have 85% DR, arbitrarily high DT, and we'll have maxed Energy Weapons skill and poor weapon condition. In this case the damage is reduced to less than 3% of its original damage, around 0.25 damage per shot.
As far as I know, that is. The wiki is unclear about when and how additive damage bonuses are added.
The main issue is cost now. Since the shots will always do some damage, how quickly will it run out of CND and how much does it cost to repair? Will the cost outweigh the accuracy benefits? Does this even work?
Only someone with TTW and a couple hours may help us now.

I checked the wiki on how the damage calculations work, and at 0.25 damage, it would be rounded down to 0.
The laser detonator has 0 value, and can be repaired with super common laser pistols , so cost should be a non-issue. It also has the highest item durability of any weapon in the game, and as far as I know, the weapon degradation formula for New Vegas doesn't account for weapon damage anyway.
I don't have TTW, and I've played New Vegas so much that I'm basically sick of it. So someone else has to take the plunge.

Quick question, I've been juggling the idea of re-installing Fallout: New Vegas back on Steam and I was wondering if there were any mods to make the game models look better overall? Like not Skyrim quality good (but if that does exist...), but better models than what's in vanilla.

I dont know how to fix it off thr top of my head but you could bandaid fix it by selecting the ash/goo piles and typing in MarkForDelete in console, which will delete them entirely from the world. Just be careful not to delete other things that you might need.
That said, there's probably a mod for it out there somewhere, and, barring that, it might be possible to write a script to do just that, but I wouldnt know how to off the top of my head.

I dont think you need to put the mod manager anywhere special assuming you have nexus or fallout mod managers, it autodetects your fallot directory. Installing mods is usually as simple as throwing everything into the Data folder. If you get a mod thats in a .fomod, then you use the mod manager to unpack it and install it for you. Its quite simple, but I cant explain it in detail atm

It makes me wonder what the tone and setting of Fallout is supposed to be if the developers didn't quite have a united vision for the game.

Been pretty easy for me.
From the getgo I ran to NCR with Sulik, pickpocketed a Bozar from a gunshop guard, immediately used said bozar to turn gun merchants into paste and steal their entire inventory before scutling off to san fransico to buy better armor and get mad XP for doing brotherhood, hubologist and shi missions
It's all about getting off to a good start with an effective character build

Until you get past vault city its piss hard cause the first few places have barely any weapon loot

That's actually a popular misconception, and typically one that a lot of mod makers make. "Disable" does not actually delete a reference, as you probably want to do with the ash and goo piles, but instead simply "hides" it and stops it from rendering. The AI stops as well, but the object still "exists" in the game world, and scripts still run on them. Because of this, disabling a lot of objects en masse causes save game bloat because the objects aren't truly deleted.
However, I was a bit wrong, however, when I told you when you have to type "MarkForDelete" in console for it. It turns out you actually have to disable the reference [I]first[/I] before you can mark it for delete, which will actually remove the reference entirely from the game. I believe what you need to do is type "Disable" then enter, then "MarkForDelete." [I]Then,[/I] you have finally removed the object from the game. I'm sorry about that.

try realistic wasteland lighting. idk wtf nevada skies problem is with some rigs, i start out playing at a solid thirty fps, but after a while, the game loses steam as long as nevada skies remains active.

I haven't gotten through the Military base and haven't gone to San Fran yet either (the Enclave just murdered my tribe in my game, I just went back to vault 13 to get Goris and now I'm right at the entrance caves to Military Base), so pretty much the only places I can buy stuff is New Reno, Vault city and NCR.

Swap to the Bozar? Higher damage, almost every merchant sells the ammo and it's dirt cheap. For the gun itself.....pray to the RNGs and hope the NCR Bazaar midget sells one?
PS: Anyone else here deliberately farm random encounters for the "Robber Cave"? First time i found it, my lvl 13 walked in with basic power armor+plasma rifle+gauss pistol, walked out (after dying 7 times) with the following:
1100 small energy cells
6 .223 pistols
4 CAWS (kindly "donated" by caravan guards outside the cave after walking by them with a gun too many times)
Had to leave a ton of loot behind (8 power fists, 3 ARs, 1 minigun).
Looks like i won't be buying car fuel ever again. Now if only i could find a pulse pistol to replace my gauss pistol.....
Does the laser pistol normally zoom in when you shoot it or is that a mod?

Something in ENB is making my game lag like crazy. I'm set it to medium, as well as New Vegas, but it still lurches behind.
Processor: Intel(R) Core(TM) i3-3240 CPU @ 3.40GHz
Video Card: AMD Radeon HD 6670

Try the Emergency Gear Locker dude in Gecko, plus the raiders harassing Vault City mostly have FALs
other than that, 7.62 is incredibly rare; the dude who gives you the Hy-Mag in Vault City might also have some but you gotta be a citizen to even try and buy something from him

I really just like the m60 for style. I was hoping the ammo was cheaper later but all the cool weapons in this game suck

What Coyote said, and you can also try messing around with SweetFX a bit as well. It's pretty easy to configure, though it takes some experimentation.

It's why your trees and anything that has transparency in their textures have this weird pixelated haze.

Disabling multisample makes jaggies though
Sort of a choice between jaggy grass/leaf textures with proper depth order, or smooth grass/leaf with somewhat wonky depth order
