Don't really think level matters in Dead Money, all it takes for me was to save a lot, run the fuck away from ghosts and have a [b]really[/b] good speech skill.
Project Nevada set to FWE settings, on hardcore with a 1 INT character is as close to hell as i've ever come, 6 skill points per level, and levelling takes ages, im at freeside, and have done loads of quests and im only at level 9.

I've just gotten New Vegas and holy fuck Bloody Mess for best perk. It's hilarious watching pistol shots to the head causing the target to just instantly break apart into gibs. At one point I shot a Freeside thug with a pistol whilst Veronica punched him in the face at the same time, and the combined force caused him to disintegrate into unrecognizable meaty chunks as if he was made of Playdoh.
I walked into Dead Money underleveled just to see what the first bit was like, and when I first talked to Dog/God, I was literally unable to leave the conversation even after exploring every single dialogue option and thread because I didn't have a big enough Speech skill.

So while playing through Fallout 3 in TTW, I realized what the worst enemy is. It isn't mutants. It isn't deathclaws. It isn't Enclave Hellfire Troops. It is fucking landmines. With New Vegas' limb damage system in play, suddenly all the landmines can easily cripple you. Combine that with the fact that the fuckers are everywhere and always where you least expect them, and soon they shall be the bane of your existence.
Oh yeah, Minefield is some kind of endgame-level bull.

At least that's what happened after a while for me. Sometimes a little less gore is best in my mind.
problem with bloody mess is some missions are harder (ie. have to take body parts intact) also with a decent gun and criticals you get head explosions too often as it is
the novelty of shooting someone and them exploding into a million bloody pieces still hasnt worn off for me

Let's be honest, no one can say their suprised by this, but I could see someone picking this up and at least doing something with it in the future.

Although there it gets INCREDIBLY in the way of looting half the time, it's a shit load more rewarding watching 2D people get exploded into chunks.
I bought NV for PC in the Steam Summer Sale and have got into it a lot more than I did on my Xbox. Question though... does anyone actually use VATS in New Vegas? I'm finding it a lot more fun and less disjointed to play without it.
I have a shitty PC, so VATS is a lifesaver. Especially with all the mods I have.
I use VATS a bit when I feel lazy. Because of some perks too that basically make it almost aimbot for the head.

I find it's handy for hectic close quarters fights and for spectacle. That, and it's the best way to throw a grenade, hands down.
Actually grenades I prefer to manually throw. You can get a better arc manually, including throwing around corners.
I only use VATS for clearing rooms Tequila style.

New Vegas [I]might[/I] be able to hold up on its own without it, but I would much rather have it there. I mean, even in New Vegas, more than half my shots seem to miss and I have a [I]100[/I] Guns skill. And they miss when it looks like they won't, but the shitty ballistic mechanics make your bullets just fly all over the fucking place no matter what you do. So yeah, VATS has a place, and that place is filling in the holes from the shitty combat design.
I used VATS for Fallout 3 on Xbox but I own 3 and NV on Steam now. I can aim much better with a mouse so I rarely use VATS.
