When you want? Yeah it's fair to assume a player should be a fair amount into the game before they start the DLC, but a lot of the skill barriers basically prevent you from getting anything but the worst endings or make you miss out on most of the content.
I just killed Caesar with a shovel and I feel like a king. Too bad fucking Vulpes Inculta got away, the fucker ducked out while I was dealing with all the bloody Praetorians.
I've been enjoying the first two fallout games. Got me a plasma rifle and 99% energy weapons skill. Been killing deathclaws left and right. Also it's satisfying to shoot a super mutant in the eyes and watch him scream and runaway because he's blind.
I've been playing FO2 as well (since the Restoration Project is finished). Big guns, steal and outdoorsman and cheesed it to NCR. Unfortunately the shop guards no longer keep their Bozars in their pockets, so I had to steal a LSW off some other guy instead. Eh, close enough.

Keep in mind, skills can be increased to 200% (300% in the sequel).
Even better, you can take out deathclaws left and right with spiked knuckles, the right traits, perks and SPECIAL and a good unarmed skill.

My personal favorite hobby is one-shotting things with 10 Luck, 200% Small Guns, eye shots and a Red Ryder BB gun.
Blasting the entire chest cavity of a super mutant out with a single well-placed BB never gets old. Plus seeing that little log clogged up with "Critical hit for __ damage" is satisfying too.

i'm about to assault the dam and the warning is that you're on the path of no return so i suppose this is the best time to do all four DLC i guess
I installed that MIB88 Megamod for Fallout 2 but unfortunately I experience a shitload of crashes, it's a shame because I remember Fallout 2 being so fun but I want to try out mods and stuff.
I'm still playing Fallout 1 vanilla, and I have to say having most of the skills being useless and such makes me feel like there's not much leeway in how you can play it
Not sure how you've come to that conclusion, but if it helps, the game usually doesn't tell you when you've missed an opportunity from having a too low skill in something.

Even with 7 luck you win so much the game is broken. If you have 10 luck you almost have to try and lose

It shouldn't be too hard, the GECK is easy to learn.

Are the boards on the doors/rubble and whatnot part of the entire building model or easily separated?
Normally the latter. The way entering/exiting buildings in fallout works is that the door is just one big interactive teleporter linked to another, so they're completely separate from the buildings. Rubble and boards are normally separate models that can easily be deleted/moved out of the way.
Just bear in mind that some of these models will be covering up where navmeshing in absent, so if you move stuff around in the main worldspace there's a chance NPCs might not be able to move around in that area. Same goes with the new cell you create inside the building.

I'll keep that in mind. How big of a pain is adding navmeshes?
I think I just want to do something with the empty unenterable warehouse-looking building next to Reppconn HQ overlooking the highway. Make it into a sort of converted warehouse player home.
The GECK website/wiki has a tutorial on the basics of creating interiors and other areas so you should probably check it out.

Also the TES Construction Set is very similar to the GECK so any tutorials for the CS should also apply to the GECK.
I once had some weird dream where I was playing New Vegas. Some redneck farmer was complaining about his brahmins disappearing and then it turns out that there's some hidden food factory where robots just grab pretty much everything that can be used to make a Salisbury Steak or a Fancy Lad Snack Cake.

FO1 is pretty combat focused at most times tbh
I wish Christine could become a permanant regular companion, the lovable bald, short mute. None of the DLC companions could be brought into the main world though.
I wished ED-E from Lonesome Road could replace my ED-E from the main game.

I could probably make a quest like that for my town mod.
At the end of the quest, you could probably choose whom to help, kinda like in That Lucky Old Sun. You could supply the NCR or help people in need etc.
It would be actually pretty scary to wake up to the sound of buzzsaw and Brahmin screaming. When you get outside, the only thing you see is the glowy eyes of a robot with tentacles and a gored Brahmin. The robot just leaves while doing the Imperial Probe Droid sound from Star Wars.

I'm aware that skills can be increased beyond 100%, just that i hadn't leveled enough to go above 99% on Energy Weapons. Also a quick question, how would one get a Turbo Plasma rifle?
