Hopefully this isn't common, and only happened due to server problems(?).
EUW has always been like this due to the sheer amount of players on it, Riot claims to have upgraded the servers or whatever but it's pretty shoddy service

what masteries should i run on jungle haircream? a lot of guides i look up argue between offensive, defensive and utility.
movement speed quints, movement speed marks, movement speed yellows, and magic resist/level blues

Mobility is nice, hes nerfed on pbe, you will probably have to fiddle a bit around with it if they make it to the live client..
