Before they removed the CDR component, I used to always take a point in TF's E at level 4 (but max it last duh). is it still worth doing that? it seems kinda weak now

apart from TF's unattainable skins (PAX/Underworld/etc) whats your opinion on his best looking skin?

I personally think the hearts skin is the best, which is great because I bought it on sale a few weeks ago. Imo it doesn't matter really what the best is, everyone has their own opinion.

It's situational. In many cases that extra damage on your Q will suffice more than an enhanced autoattack will.
