It's where players look at reported players and decide based on information from the games whether or not to punish them for the report.

Taric and Urgot are one of the strongest level 2 abusers out there, it's a great combination. You can throw anyone out of lane.

I max W 1st, because I like it the most.
It's personal preference after all, I just don't like to use up all my mana for some minor harass from either Q or E, I like the autoattack-passive of W more than those.
I'm no Misfortune player, but her Q is no "minor harass" especially if you max it. It hurts like a bitch during the laning phase. If she uses it correctly she can easily hit both the carry and the support, which is a pretty big deal if the support isn't a healer.

I still don't like the concept of doing little damage when I run out of mana, and using Q all the time eats up your manabar like a child does Cinnamon Toast Crunch.
I'm not calling it bad, I just like W's passive damage and AS steroid more, also doesn't eat up my mana while doing trades, on top of that the damage from W is more effective in duels moreso than 1 or 2 Q's IMO.
It's personal preference, but I personally just happen to like W more.

Both eat up your mana equally. Q is better poke harass while W is better for trading. Depends on the lane matchup completely. If you think your enemy is going to focus on poking you down and you're going to get only 1-2 hits in at most maxing W over Q would be stupidity.
There's really no wrong way to go about it; Just make sure you max them both before E and you're good to go.
Max W if you cant poke, max Q if you can poke. Q just does too much damage too miss up on if you have an easy time poking the enemy.

Elise you /always always always/ go Haunting guise > Rylais > Liandries with pen boots in there somewhere and then build tank depending on the enemy team. You do this in the jungle too, except you get the wraith spirit item first (which with level 6 lets you solo dragon super safe)
i like to rush morellonomicon on elise (and then ryliandry's) cheap ass item that provides a nice bit of AP and mana regen so you can keep harassing, also the CDR and passive are nice
