Is Eve a good jungler? Ive been trying to play her in jungle but Ive lost 4 matches in a row. I like to believe it was my teams fault but im not too sure.

She works pretty well, though she's not great at ganking since she has no slow; She's a good pick when each of your lanes have some CC but since that's not often the case most people prefer a jungler who can gank.
Though the invisibility and movement speed buff does make her ganks pretty good.

I've been smurfing a lot to play with friends that are new, but then again some of the hardest games I've ever played have been while smuring.

Kayle, Elise, good Vlad/Teemo will give Singed a hard time. Singed will win trades with pretty much anyone else, even a Vlad/Teemo lane is a pretty even match-up if you play aggressively.
Singed is probably my favorite top laner. He just does not give one shit about 90% of his matchups.

In my experience Renekton can pretty much win trades or at least come out evenly when facing Singed, though the lane will inevitably turn into a farm lane as it's almost impossible to deny Singed farm.

ult, red buff. She's a relatively strong ganker, it's almost impossible to escape her if you're past both "magic lines" at mid and past the full river on top, she also forces [good] players to buy pinks and it starts a pinkwar between all lanes. Kassadin beats her pretty handily though, takes less damage, and you get insane attack speed from her dps-style sustained magic damage, while also being able to escape ganks after 6. She's definitely not a [I]natural[/I] ganker since she needs to hit 6 or have red buff.

I think it was something to do with a group of people in a game making low level accounts and changing their characters to look like actual smurfs.

Maxing Q is fine
But I do prefer E
Varus' Elevels with flat damage while Q levels with your AD and how long you charge, it's better to have the straight flat damage with E for the better parts of the laning phase.

It does in fact require you to hit a skillshot, though.
The spear has the highest AP scaling in the game, but it's slow and obvious.
Nidalee's spear is kind of like Nautilus: slow and obvious, but boy, are you fucked if you don't get out of the way.
