ADCs are the most likely to not have CC. Out of 8, 3 are ADCs and 2 are (designed at least) to be melee ADCS
My friend bought Thresh, told him to just take Thresh into ranked immediately as I picked Draven. Holy bals Draven + Thresh is so much fun, and it owns.

I think the more important part is whether or not he has an escape.
he will probably have some sort of dash or leap or w/e
not like they ever release a champion with at least one of them anymore
