If you mean Trundle, frozen domain increases the healing of his passive.
And his iceberg cancels channelled spells too. (I was playing Fiddle today against him, it wasn't fun.)

At base level 18 hp, Sejuani has 2150, her W deals 4% oh her maximum hp as magic damage every second for 4 seconds. Therefore it deals 146 per second and 584 over 4 seconds, not counting the initial strike. That's not very strong, just enough to be annoying. Another thing is that the AoE on it is pretty small, you need to be practically right up against them.

Doesn't it increase all healing in general for him as well? if he were to get healed by a soraka or sona while frozen domain is active, wouldn't it increase?

I just re-read the changelog:
"Now grants 8/11/14/17/20% increased healing to Trundle."
I assume it boosts any kind of healing, be it spells, passives or even potions.
Get a Spirit Visage and heal [I]all[/I] the health.

To make it worse, the tornado isn't invisible in the bush, it's extremly obvious when you cast it.
Also, in my lastest match:
-I was jungle Fiddle again.
-No one picked a carry, 3 instalocked Jax, Malph and Blitz.
Interesting enough, we were doing pretty well. It didn't matter too much that we had no carry because the enemy MF was pretty much a prop.
I managed to do some good gank and kept all but the enemy Nidalee in check.
But. we also had a Nidalee. A (supposedly) "first time"er, "Half AD half Tanky" Nidalee. (wich didn't work at all because she got one shooted as easy as anyone else.)
It only got worse from there.
You can guess how it went. (spears that took half your hp at close range everywhere.)
