Well, think about it, there are no tenacity items for AP other than Merc's. Tanks have Golem and Zephyr is a substantial item.

Ranged only seems weird for that. When it says ranged only what exactly does it mean? Does it only grant the ap to certain abilities or does the champion just need a single ranged ability, or basic attack?

Its supposed to make ranged AP carries better without making AP bruisers retarded on TTT.
My guess is that you can't buy it on anything that has a melee attack range.
