IP boosts are pretty shit btw.
The per win ones give ~150 extra for each win on Summoners Rift, so to get 6300 extra IP you need to win ~42 games.
And 42 IP win boosts are like 2k+ RP. So those are pretty pointless.
The efficiency of duration based IP boosts is mainly based no how many games you play in the duration.
1 day IP boost is 290 RP, 290 RP to IP (based on champion prizes) is about ~1870 IP
Getting an optimistic AVG of 85 IP extra per game, you need to play 22 games in one day to make the 1 day IP boost worth it.
Obviously the ones for more days, are a lot more cost efficient, but also more unrealistic because you need to play a large amount of games per-day for a very long duration.
Somewhere around the 7 day IP boost it starts to become kinda worth it, when you need to play ~11 games a day to break even.
EDIT: This is all based on 6300 / 975 champion, the 1350 / 585 champions are obviously much more efficient to buy with IP.

I think the number would be more around 30 if you didn't only consider the extra gold, and considered the first win of the day bonus

Can anyone recommend some champions? I just recently started playing and I'm not exactly sure who is good at what.
Depends on what position you want to play or what kind of champs you like in general. If you just started, Nunu, chogath are two of my favorite cheap champs. Both are fun.

For AP Mid, Ryze is a good pick if you're just starting out. His damage output is solid, he has a snare and doesn't have to bother with skillshots.
For an AD carry, Ezreal is probably a good start. He's a good champ to play with to familiarize yourself with skillshots and has good escape mechanics in case you get in trouble.
For support, Alistar, Sona and Soraka are good beginner choices. You don't have to muck about with skillshots, and all provide some sort of healing for your lane partner. Alistar is a good place to start with learning to build tanky and crowd control during teamfights. Soraka is a good, safe support that provides big heals and mana for your lane partner. Sona has a combination of good poke and healing.
For top characters, Xin Zhao is a solid character with healing and good burst damage. He's a good character to try out if you want to learn how to play a bursty AD that can also tank if necessary.
At low level, jungling is rare, but Warwick is probably a good baby's-first-jungle when you get to that point. He has crazy sustain and is pretty safe. In addition, his ultimate makes teamfights obvious for your teammates.

Can't remember the first ADC I played, I avoided them like the plague because it's such a boring position. I think it was probably Cait on free week, considering in Season one she was free all the time if I remember right.
Either way most of the popular carries are a bit expensive, I think sivir is cheap but if i remember right she is also kind of ass.

If you're new to the game, DONT play Alistar. You will be saving enemies :P
And a tip for Trist, save your jump for escaping, unless you really know you can win that engage. It resets when you kill someone.
I'm level 25, with 88 wins. I just had a ARAM against some level 25's with 11 wins and 20 wins. We lost because our jax just kept jumping in for the kills and dying. Then at the end of the match, he blamed me for feeding as I went 2/11 as a teemo against a team with 20 more kills. :/
The number that appears when you hover your mouse over their name on the right in ARAM is how many wins they have in ARAM, not Summoner's Rift.

Not sure, just open up lolnexus in-game and when the game is over check if that number matches the post game number in ARAM (Or any map that isn't Summoner's Rift)
