Because that's the proper environment to learn in. Do draft pick normals, it'll teach you good teamwork about as effectively as ranked does. Once you're comfortable(and for the love of god also once you can play a couple champs for all of the different roles) hop into ranked. It'll be to your benefit, honestly.

Fair enough, maxing E will give you a lot more initiation power and burst, but let's be honest: If you're not a jungle Zac, you aren't going to be fighting in any teamfights or large skirmishes until mid game(unless you're Zac mid), which by then you should already have both your Q and E maxed.
Maxing Q gives you a lot more poke & lane power and makes it easier for you to slowly whittle down your opponent/force them off creeps.

My friend who has been playing for about 4 months and hit level 30 about a month ago decided to play ranked. He doesn't know a whole lot about the game but he won 8/10 games and got placed in Silver 1.
