Just played a game where a jax said "top or feed", I wanted to go top anyway so I ignored him and went top, he then harassed me the entire game along with the yi on our team, then tried bribing the enemy team with honour to report me for "lack of skill". Then see this after the match;

low ping vs high ping really is a big difference I realized but the hidden downsides really aren't worth it
I haven't had any problems with anyone in weeks on the Oceanic server, having 30 ping is worth it regardless of a few bad eggs.

Report them for it, it's against the rules to 1) do fake reports 2) motivate people to do fake reports 3) trade honors. Also the more reports, the faster they'll be able to open the tribunal (They need cases for it.)
And unless you actually did something against the rules you should be fine. If you did, you are screwed (and you deserve it.) ( example: if you are reported for feeding when you never died, but you trolled/griefed you can be punished for it.).
