some runes cost more IP per stat, and some cost less

They are bost the cheapest and one of the most cost-efficient runes.
Always go:
Armor Yellows
Magic Resist Blues
Attack damage Quints and/or Reds
Reds Magic-pen and/or AP Quints.
Then beyond that You have Lifesteal quints, scaling MR blues,
scaling AP blues/yellows, Movement speed quints, AS Reds, Gp5 quints, Armor Reds
This feels highly applicable now.
