From what I've learned from playing him, you don't have to utterly dominate your lane to be useful in teamfights later on. Focus on farm and when the teamfights come around, you're very hard to kill and generally game-changing

Not too bad, not too good. In teamfights you can cause havoc and can just run in and start spamming stuff on their ad carry, or peel for yours. In lane farming is pretty simple. He's not going to snowball kill wise as you're going to just be tanky and annoying at the best of times seeing as you don't build AP. Your initiation is unreliable but he's not that bad overall. The tenacity removal on his ult did hurt him though.
Just don't pick him into a team of slows and you're fine.

MLG-level Singed player here. I'm serious.
Singed has iffy laning phase, he can win some matchups and some he cannot. If your opponent has advantage over you in some way (For example; Kennen is a total shithead to Singed) you either ask for your jungler to gank or just try to farm safely. Take this priority regardless of who you are against:
Stay alive > Farm > Kill > Gank another lane (usually mid, if you have TP like all pros do you can TP bot to gank it outta nowhere.)
Starting items should be focused around your opponent, I prefer high sustain often so I start with Flask, but if I am against Panth or Renek who have high physical damage early on I get armor and 5 pots. You can try the HP regen bead and some combination of pots and wards too. Whatever fits your style the best.
Try to finish your Catalyst as soon as possible, Singed tends to ball out of control as soon as he gets his RoA, but catalyst boosts his stats by quite alot, the regen per each lvlup synergizes with Singed's habit to farm like a madman, he gets his levels up fast.
Core items are most often containing Rod of Ages and Mercs, Singed can work about any item in the game basically, as long as it isn't some ADC items you are good. (IE on Singed is awful.)
To answer your question: He can carry the game alone if they let you get farmed and you don't do stupid shit like dive their nexus. Hes tanky as fuck and moves fast around fights while poisoning every moving thing which isn't on his team, he kills the enemy team slowly but over time his total damage over the fight is insane. Not to mention how disruptive he can be with his goop and fling, flinging enemys ADC next to your team is the best feeling ever if you manage to pull it off, good goopool fucks up enemy positioning badly if you manage to land it on a critical area (which is basically directly on 2+ guys at the same time or in a tight corridor where the enemy team is coming).
TL;DR: Yes, he can win games by himself if you know what you're doing.

There is no right and wrong with builds, builds should be entirely situational.
Against a large AP team you should build spirit visage on nasus (increased sustain, CDR and magic resist). Generally you want tank items that provide utility, AP and CDR. Locket, Iceborn Gauntlet, Runic Bulwark, Sunfire Cape, Spirit Visage.
It's also a good idea to build a Last Whisper if the enemy is building a lot of armour, so your Q damage isn't blocked.
Aim to get about 40% CDR (capped) so you can spam your Q lots.
Get 2 pairs of boots, 1 for each foot, and run fast.
Alternatively just build 0 damage items and farm your Q, laugh as your opponent tries to harass
Trundle's slow on Q is pretty nice.

Lol holy shit, made a new account, low level is hilarious.
All the games I've had, something crazy has happened.
Some Nunu that doesn't know how to type in chat and tells us of his discovery of how to press Enter to talk in chat after 15 minutes.
The game I had right now was ridiculous, I'm in the NA region and my team was 1 brazilian, me and 3 chinese people. 15 minutes into the game, the 3 chinese people tried to surrender because they had to go pray, after me and the brazilian kept voting no to their surrenders, they just sat at spawn while telling us stuff like "you son of bitch" "you have no mother" "you are no man". "do you understand english" "do you understand what pray means" "why do you keep talking chinese". I'm not sure what they meant on that last one because they're the ones that kept typing in chinese at the end but whatever.
All in all, me with Kayle and the brazilian with Trundle ended up winning us the game 2v5 while we had our chinese supporters sitting on the plate and encouraging us with their rallying words.
