It doesn't really feel necessary or unnecessary, to be honest. You can walk away from the ult, but that still is like 75 extra damage at all ranks and that kind of blows.

it gives hp, ap and mana/hp reg, only really makes sense to buy it on supports but it builds out of philo stone so pretty much everyone buys shurelya's instead
oh and if they actually decided to buy it, by the time they have it towers probably don't even matter anymore so the active is pointless, and the active itself only really negates like 2-3 towershots so why even bother
