Could be because he's so rarely played only people that main him play him.
Voli's early game is retarded. Get a giants belt and kill every single lane.
I only fought a Volibear once as Singed and he shat on me, guy just built full tank then would bite me for like 50% of my health.

Playing with my friends, one of which who always trys to be a fucking hero and never stays in lane and always deviates from his assigned role.
"Yeah, let Ez (one of out newbie friend's) solo bot"
"Dude, he's going against a Blitzcrank and Vayne"
"Its ok, I'll help gank" (he was originally supposed to be support, but decided to jungle when we already had a jungler)
He'd try to gank bottom lane, but would end up dying nearly every single time, and while I was already winning mid, he'd gank and end up dying to Akali. I was able to roam early on and help top and bottom, but we got steamrolled late game when the enemy team's Vayne was just way too much to handle. I don't mind carrying friends who are still learning how to play the game, but I can't stand people who do blatantly stupid shit in attempt to get all the glory.

Like, especially when he's playing Thresh, Leona or Blitz, he often enters shutoff mode and ignores EVERYTHING in order to get a nice grab/zenith blade
He does get it most of the time, but always at the point where he's in the middle of the entire enemy team
