modifying the client used to not be bannable at all, right? or was it just not enforced? because i've been hearing so much bs about it because in the br server you're required to use portuguese even though most of the translations are absolute shit, and they say modding the client to turn it to english (aka just changing one line in a file) would be bannable

Uh loads of people did get banned for abusing the summoner spell glitch, even some people that only tried it in custom games. And the SS glitch is too recent to really say if they're going to, though for this one I do doubt it.
I agree with your conclusion though, I really doubt they will ban anyone for this unless the servers crash as a result of it or something. Technically using custom skins is banable under the ToS since you're modifying game files. Generally you can do whatever you like to your game files as long as you aren't gaining an unfair advantage and as long as you're not fucking with their servers.
