Sorry if this is a bit late.
You don't get extra exp for killing a minion. The only real options would be the following:
1) You're too far away from minions that are dying
2) The enemy is rocking exp-gain runes (unlikely, really)
3) The enemy leeched a bit of exp from the jungler (can happen, just not often in solo queue)
4) They've put points into the utility tree for increased experience gain.

I'm sure the power got shifted from early game to late game.
i think the exp bug might still be in the game, also pay attention to which side is pushing because the side that pushes levels first

I have a feeling it's 1, I tend to stay more towards my tower if I can't find whoever I'm laning against. It's probably not 2 or 3, but it MIGHT be 4. I suppose I should check while the game's loading.
How should I counter this? Push the lane a bit? It's really annoying when I'm in lane like ten seconds before my opponent and they still hit level 2 first.

Push the lane, a lot of people don't like pushing because they're scared of early ganks but if you push early you get the advantage, if their jungler shows up and you warded then they can end up leeching your opponent's exp waiting around or they engage, forcing your opponent to abandon the massive creep wave that he's already behind on setting him even further behind

ok i will do this
i didn't think it was a huge issue until i got all inned by a garen who somehow got into lane at level 2 immediately. i still don't know how it happened. he was 21/9/0 with a red pot and his runes were completely +AD, i think he took off like 2/3 my HP with one Q.

Pushing the lane will let them hit level 2 before you which is seen in strong level 2 champs like riven. Fort pot for extra cheese.

A lot of people think they're being clever by just last hitting minions and letting the wave push towards them early, then they realise they can't even get into range without being shit on by their level 2 opponent, 2 waves go by and only half of the creeps get farmed then you're stuck farming under your tower at level 2 missing every last hit

championselect.net is pretty good for checking counter picks but they also have some really fucking weird stuff
like "sejuani top counters hecarim top" who the fuck plays hec or sej top?
also the fact that lulu is labeled as mid, top and bot but urgot only as bot
lolcounter seems like a good enough way to know about counters.
championselect is the worst if anything is useful on that site it's the weaknesses and strengths bit
lolcounter and championselect are the same site only with a different skin/css on it.
