Actually, the Akali Vs Lee-Sin lane itself is not even that bad, especially in mid-lane where the lane is shorter.
The reveal during ganks and early fights is what really causes the problems.

Pre-6:
Mainly just try to farm and not die.
Against most melee laners you can trade pretty well Q->E (don't forget to use your shroud to avoid minion damage)
Against most ranged enemies just try to let the wave push in and farm under tower.
If enemies get low/out of position or don't have an escape,
Land a Q -> Wait 5 seconds so your almost goes of cooldown again -> Flash -> Consume mark -> Q again -> use E to consume.
It will deal like 50% of their health, and a lot of people don't see the pre-6 damage comming.
Try to survive lane untill level 6, then recall, buy items, when you get back in lane you should have 2-3 stacks on your ult.
Next time you can land a Q on them you can just go ham, around level 6 almost nobody deals more damage then you.
Normal build = Cdr/Sorcerrer boots -> Gunblade -> Hourglass
Against assains consider getting an haunting guise before the gunblade.
You can delay hourglass for some MR if you really need the MR.

As an Akali player, I can say that while lee sin is one of akali's less preferred lanes, it's certainly do-able. Just make sure to buy a ton of wards and don't get caught off-guard by the enemy jungler and as long as you just spam your Q on him and proc it every time he goes to last hit, you can out-trade him and i'd wait until about level 7 before going all in on him.
But if the lee plays passive in lane, you pretty much can't kill eachother so if he does that just go roam

Early game unless you got someone with a stun its like walk up to them start draining and then what the fuck are they gonna do, look at you and ask you nicely to stop?
Not only that but if its not someone with a gap-closer you can fear+ult and they [I]have[/I] to flash. Bad thing is that if you want the kill - you also have flash. You can also farm from a safe distance and get free harass with crows, and even if you lose lane you can still be credit to team because you are Fiddel.
Sure you're not an assassin like Ahri, Kassadin or Fizz but your ult can turn the tide of any teamfight. Its not really a serious pick but its fun as fuck to see how mad people get at the 3 second fear.

most people that play him now are the "Win Zhao's" that always feed the other team and build full damage.
