Re-read the quote and his previous messages. He knows he isn't playing well, but he doesn't want to work into improving. He only wants to play for fun, which isn't bad but he also wants to stop being matched with people of low skill level.
One can't expect to be matched with good players while you aren't one and don't want to improve.
He has to either choose to get better, which won't only improve his skill but also the quality of matches he'll be in (Well, diamond isn't an utopia but, you know what I mean), or not and stick to what he has been playing until now.

Having alot of success with the TPA Bebe Ezreal build that been floating around the LCS, only in normals however, but it's lots of fun. Iceborn gauntlet is the hardest trolling item with Ez.

If they were to ever impliment a system to get skins with IP I imagine it would only work for lower tier skins, everything 975 and beyond would be unattainable, so that includes anything that's more than just a recolour/small model change/popular (see: pink taric)

I practiced jungle with her few hours ago, she is good but she is easy to kill early and takes a bit more of.. effort? to get her going, but once you do, she becomes pretty strong.
People preffer less risky/easier picks.
They are buffing her in the upcoming patch, so maybe she'll be picked more often.
