There are many reasons why someone might think that he should be banned
However low elo bans him because high elo players used to ban him and they just haven't got past it yet, much like how they also always ban shen, there's probably something about how low elo players all sit on top of each other and malphite pretty much destroys them but mostly it's the first reason

I think Shen is a valid ban, a global ult is gamechanging no matter what elo you're playing at.

If they sell him for full price, then of course you won't get RP for him. But if they sell it discounted, I'd imagine they would give you RP to compensate like they did with the retired Legendaries.

For the most part him using his ult ends up with his tower taken instantly and teleport works just as well, there are far more annoying champions to ban too and most of them are the instant picked mid assassins that everyone loves right now like Fizz Kassadin Ahri Zed along with Jinx so nobody plays her and then Corki cause it's pretty lame fighting the same champ every game
My last 3-4 ranked games have had those bans pretty much, Aatrox, Gragas, Vayne all sometimes come in but otherwise it's the same
