In terms of damage, yes, but in teamfight potential he is fucking insane. I get a Spirit Visage and some 3 tank items and then I can just walk into the enemy team and stun the enemy ADC/priority target for so damn long that by the time he wakes up, his entire team will be dead.
Granted I am a Silver weedlord so this might not work in the HIGH ELOs.

like he said, his teamfight potential is crazy
you can go right through their frontline with the two E's you're gonna get. the dash might seem short but it has 450 range, which is only 25 less than ezreal's blink and 50 more than flash. this + 600 free hp + magic damage + almost guaranteed 450 hp heal with spirit visage and Q + a 1.5 second stun makes him one of the strongest teamfight heroes out there

holy shit i just played a game against a nasus that got over 1000 stacks on his Q
needless to say he was useless for half the game then came back
i think every single person from both teams had at least one moment to shine. i was playing diana, and mine was when everyone went "gg" because they were at our base, i got a double kill and saved the day
we started losing teamfights because everyone would try to save the adc from nasus, but then we decided itd be better if we just went for their carries instead of trying to protect jinx
last teamfight, they focused me down after i got their ez, but the untargeteability from my GA and zhonyas (which i pressed by mistake actually since i wanted to flash away instead) gave my team enough time to fuck them up
then we won
the end

He's not bad or good from what I've seen. He's just average, there are better, more reliable picks.
Lucian might be a good adc and whatnot but he's just boring imo

E at max rank has NO MANA COST
W is weak but it can trigger his passive so that's OK
dont build botrk build straight damage since you get mega damage on his Q+AA combo while only needing to shoot them once
all the lane killing power of draven with none of the terrible teamfights

GP has been my main since the day I picked up League, I can't even remember how many nerfs they hit him with throughout the time, but I remember stacking multiples GP5s (or just 5 philos and boots) and farming until I sold everything and had 14k and bought a near full build and wrecking.
I really like GP, he is easily my favourite champ, wish they would give him lower mana costs maybe and he might be a little better, even if you hit all your Q's for the mana refund he still runs low quick if you are solo top Q farming with Avarice for example.
But hey ho, I'm gonna buy the Sultan skin and complete the GP collection box set of skins, and I'll play the shit out of him again, but yeah, he is very niche, and I often don't lose lane hard if I do play him, but you just have to rely on your team to not buckle whilst you power farm for 25 minutes.
How about Riot give the old GP to those who played him because we are the true fans of the pirate and nobody else deserves to play the best hero in the game

the current number of viable adcs is really confusing to me
i mean back then, it was cait for early game power, tristana and vayne for late game, ezreal and corki as sort of in betweeners with late game potential. but now there's so fucking many, i dont even know who to choose against who or for what purpose

I'm curious to see what other Support we'll get this year. I remember Riot making a statement about 2 Supports being released in 2013, and right now we only got Thresh so far.
if theres anything that the s3 overhaul achieved, is the insane icnrease in champions' viability
