annie has an aoe long-duration stun and huge autoattack range for harass. gragas has no hard cc (except on his ult kinda), a melee autoattack, and much less reliable sources of damage. i don't really understand the comparison you're making
really you can put any champion into any role (bar the marksman role which only a few champions can properly do) but there is a reason people are playing champions where they currently are.
You can put most champions in the jungle and they'll do fine, but that doesn't mean they should be played in the jungle.

Melee with no real CC...
Yeah, you got your ult at lv6, but you can do a lot more with it if you're building AP carry
his q lower attack speed but he would most likely just end up pushing the lane with his spells
I always forget his Q lowers attack speed. It's such an odd debuff for that ability.
Not really if you consider Gragas was probably intended to be an AD bruiser
Drunken Rage gives you damage resistance and AD, E is a slow and R was probably intended to knock people closer to you
he was designed as a tank if anything, don't forget his passive heals him based on max hp

The debuff used to be in his ult back in the old days.
Q was basically long-range poke/sieging tool, with nothing else than damage.
