He's an AP carry with a lot of burst damage on fairly low cooldowns, which is balanced out by the fact that he has no escape.
Q - sends out 3 cards, one of the longest ranges in the entire game but hard to hit a single target thats far away. great for poking
W - your main skill, picks a card that has a bonus effect on your next auto attack. you can choose between:
blue: restores mana and deals the most damage out of the 3
red: deals damage in an area around the target, slows them and deals moderate bonus damage
yellow: stuns and deals less bonus damage than the other two, prob the one you'll be using the most in actual fights
E - gives attack speed and bonus damage every 4th attack, a lot of people dont even level this up until they have to.
R - first it reveals all enemies on the map, and enables you to TP a certain distance. you'll be using it to gank, get better positioning during teamfights or even escape, sometimes. it's channeled, so it gives you time to get that yellow card ready, though this makes it difficult as an escape tool since it can be canceled.
core items are usually lich bane, rabadons, zhonyas and deathfire grasp

There is no reason for Heimerdinger to be bad within the current meta, especially with the big trinity of mid assassins getting nerfed hard.

TF isnt doesnt have that much of a burst. Not at all compared to other mids. What he lacks in damage, he makes up with early map presence and gank potential. If you cant win your lane just spam cards so you push and go win some other lane, simple as that.

yeah if you press the right combination of buttons they'll do hadoukens or shoryukens though its only viable in competitive play really, hotshotgg was well known for his amazin hadouken plays back in 2011
