So trinkets are a mix between Dawngate's wards (everyone has the ability to place a free ward once every X seconds.) and Smite's active items system (which is basicly summoner spells that costs gold and are not player level restricted.).
I don't think that limiting the amount of wards will fix the problem of people refusing to buy wards, but who knows.
