Would it be bad to go 10/20/0 on someone? I'd like one point in executioner and I don't really feel like 15% cc reduction is better than the 5% damage increase.
With the new mastery pages, 9/21/0 or whatever doesn't seem to be a necessity anymore, honestly just go in what suits you best.
I'm just trying to think about the 15% cc reduction. I'm looking at my darius page right now but it also applies to anyone I go defensive masteries with, so also sejuani in this case. If I get stunned for 2 seconds, it's reduced by .3 seconds by the mastery, right? Would 5% increase in damage to 20% or less hp targets or even going from 3 to 4 points in tenacious be worth not taking that? I'm so used to taking the 21 point mastery since I got there, it feels weird taking the thing before it when it's open, I guess.
I haven't strayed far from 9/21 and 21/9 and occasionally 21/0/9 on most everyone.

That 15% CC reduction is literally the best thing in the whole tree.
The 5% extra damage against < 20% targets, can be seen as a 1% damage increase but in reality its gone be much less then that when most people back or flash at 20% HP.
Especially as darius, where you are about to ult them when they hit the 20% hp mark.

What about on Sejuani? Nobody really cc's the tanky jungler, and I can put a fourth point in tenacious.

It should be the opposite, as the tanky jungler who can rush the backline and CC their ADC, you'll receive shitload of CC because the enemy team should be peeling hardcore.

I don't think you have any idea how good CC reduction really is, and how bad percentage damage increases are.
If you mirror the 1% increased damage, against somebody who has 15% CC reduction, the person with CC reduction might get off 1 extra AA.
If their AA's hit for only 50 damage, the person who took the 1% increased damage, needs to have done a total of 5000 damage, to compensate for that 1 extra AA.
And this is one of the stupidest situations of CC reduction i could possibly come up with, there are so many times when CC reduction can be the difference betwheen life or death, betwheen the ADC kiting you or you killing the ADC.
I would go as far as saying that the 15% CC reduction is probably the best mastery in any of the trees.
And especially on bruisers/tanks, who are supposed to stick, and avoid getting kited by slows and stuns.
The only situation where percentage damage increases, ever outclasses other masteries, are ADC's, where lategame their total damage dealt in a single teamfight might add up to 10-15k damage.
EDIT: You want to ALWAYS go for the flat increases first, and ALWAYS avoid Executioner unless you have no choice, or you really really want Dangerous game.
