Riven isn't a guaranteed-win kind of champion (I don't think there are any champions like that in LoL at the moment), but she does need a nerf.
She's got too much CC
She's got too much damage
She's got too much mobility
Her early game is too strong
Her late game is too strong
She has no weak points apart from being rather squishy
For a champion that does so much damage, she has no right to have so many safeguard mechanics
She has the kit and burst damage of an assassin but the escapability and CC of a tank
All of her five spells are too strong
She doesn't actually require effort to shit out massive damage
Similarly strong champions are getting nerfed so she deserves a nerf too
She is removing an entire range of champions from the meta
Riven is really similar to Ahri in the fact that both champions should be high-risk/high-reward, but instead they are more high-reward-regardless-of-how-much-you-fuck-up.

honestly IMHO She needs a rework. It's a fundamentally broken kit. It'll either be stronger or weaker than 80% of other champs.

if you can only really fuck her up with the strongest early game champ in the game that's a problem
she will outscale you if you don't succeed in fucking her over
she has a chance to come back against you, you don't against her
