You'll definitely like him. He's a very useful frame, and his abilities (while nerfed slightly for a few) are still pretty great on missions. His vortex, at it's max level, can one-shot the mercury boss making morphics farming a breeze.

rank 3 you get to by leveling up your weapons/warframe.
max level is 30 on weapons/warframes.
