Mods change your weapons and characters' performances, and make the difference between being able to do a 200 enemy extermination or clear pluto with the starting weapons and no powers (which I just did, with Rhino no less).
Gaining levels allows more and stronger mods. Each mod card states what the mod does, and what it goes to, but the universal rule is mods extend [h2]EVERYTHING[/h2].
Think of an attribute, and there's probably a mod that makes it better or faster or stronger.
Upgrading mods requires either fusing the same mod type together to make a stronger version with a higher use cost, or using fusion cores to generically upgrade each mod in increments. The higher the mod's cost and level, the more copies or fusion cores you need to fuse together to make it stronger. Even your character's power are mods, and are bound by the same rules as all mods.
Getting a "potato" (Orokin Catalyst for weapons or Orokin Reactor for suits) doubles the amount of mods slots you can have, which allows you to level them up higher.
A polarized mod slot has a symbol. Putting a mod in that slot with the same matching symbol HALVES the mod's cost.

Are the Grineer on good terms with the Corpus? I just witnessed a group of Corpus invade a mission and start slaughtering all the Grineer marines I was fighting.
So with Prova almost done, we are soon starting on or next weapon research. We have 2 weapons to choose from now. It's either Dera (Plasma rifle) or Supra (Heavy laser machine gun), so we are doing a vote here for the next weapon.
Rate Agree for Dera, rate disagree for Supra.

they fight, but only because they get something out of it. they basically do anything they have to to get something that looks valuable

Alright, so both of the things I said about not being able to chain slide flips were wrong.
You need to either hold sprint the entire time, or have it toggled. I used to just start the slide and take my finger off of sprint so that's what was throwing me the entire time. Now I've just got the same setup as doom so its not so weird.
So if volt is considered "ohgodwhy" tier, what should DE do to bring him back on par with everything else?

Decent early game and mid game, utter shit lategame
My main issue with him is that he sucks raw eggs against infested, is meh against Grineer, and wipes the floor with corpus.
His third ability is also a crappier version of snow globe, where for the same cost as electric shield, snow globe slows enemies inside it AND does pretty much everything electric shield does, too.
