So ii just did a spy alert and only a single runner and charger spawned.
Both at the end room, after collecting 8 data masses.
Anyone else had anything weird like this happen?
Oh god, did the new defense alert with pubbers. All really low level frames. It was pretty much me holding off an entire end by myself while the 3 of them struggled to hold the other. Amazed we actually completed the damn thing.

It could just be me, but I've found Enemy Radar to be quite useful. Then again I don't really do defense missions, where I could see Energy Siphon being much more useful.
Is there anyway to encourage Stalker to spawn, or is it completely random? All I need is Despair from him.
Well that was lucky.
I was soloing a rescue mission with level 40 infestation and I was getting overwhelmed.
The Stalker spawned, killed all the infestation, hit me once, and glared at me. Giving me an easy kill.

Based on my limited observations, I think he might be more likely to show up sometime within the next few games after you've beaten a boss for the first time.

Not too short, it goes easily across medium-small rooms like 25-30 meters, but over that it's useless.
Also it's a really tiny ass beam fired out of a big ass gun. Same laser as the laser traps in the void

I just did a solo infected spy mission, not an alert, and not a single enemy spawned the entire game.

Alright, well if you mean "build" a clan room, architects can start a building project at any available node in the dojo.
But we are going by the blueprint posted in the op to prevent any errors or collision when building.

I did that corpus defense alert, level 50+ Mobile Ostrich Androids all over the place!
First, I ended up with the pubbiest pub of all pubs. We ended up on the tower map with the dam. The team consisted of an ember who appeared to somewhat understand what he was doing (except that fire and corpus is like throwing sponges at grineer), an ash who never spammed his shurikens and an Excalibur that constantly went down if as much as a small breeze of wind went anywhere remotely close to him. It didn't make it better when everyone complained about how hard the mission was or that one of them openly announced that he was leveling his frame and found the enemy levels unfair. I eventually just became "that guy". You know, those people you only see at the start of an update, rushing to the end of the mission as quickly as possible so they can get everything, level it to 30 and return to their cave. Those "elitists" with overpowered gear who constantly complained about their team sucking or being too slow. It felt like the only thing which kept stretching out the time before the inevitable "mission failed"-text to appear was me constantly using absorb and drawing aggro away from the artifact. I wasn't even surprised when everyone went down, and the artifact's health went quicker than that.
Round two looked a bit more optimistic. Two mastery rank 5 players with Saryn and Vauban and a rank 2 player with a rhino, who still looked like he had a lot of experience with this game (or money spent on micro-transactions). The map was the one with the pod in the middle and a couple of buildings you can enter. After a few rounds of killing Millions Of Androids, a whole bunch of them jumped down from above with techs running with them, all surrounding the pod in a number and with a level no ulti could easily get rid of. The round felt shorter than the previous one, as we all managed to fail the mission, even with so many experienced players.
I tried once again and got thrown into a mission with two other players, both mastery rank 5, using a Saryn and a frost. The map was intimidating. It was the one with all the caves, where the snow was melting, but it was even worse than the original. We went searching for the artifact for a while, until realizing it was on top of a tower in the middle of everything, where all the enemies could see it and shoot it. Luckily, there were only two paths up to it, and both paths were easy to defend. Of course, all the enemies had guns, guns which shot slow-moving projectiles from a far distance and to the artifact. Fortunately, we had a frost, who was good with putting up huge impenetrable domes. Meanwhile, I kept the enemies away using a Nyx with a high energy pool and a maxed out continuity mod. After a bit of shooting confused enemies, blocking paths with my ulti and appreciating our frame choices in the chat, we were left with the "Mission complete"-text filling the screen and the artifact as a reward. Not a useful artifact, but at least I finally completed the mission!
TL;DR: Pub team on those defense alerts: we loose. Competent team on those defense alerts: we loose. Frost on those defense alerts: we win easily.

supposedly, the highest chance of getting the stalker to appear is to kill any boss and then going to a mission that exceeds level 30 and is below level 70. alert missions I believe range from 35-60, so there's a good chance of meeting it there.
Frost is pretty much vital for defence missions.
to be honest in pubs i've met some retarded as fuck frosts who will spam their snow globe on every single occasion. It's like those people who walk straight in font of you when you open fire, but they cover the whole corridor, since they don't place it around me, but in front of me. hnn.
The worst are those who use them twice, you can't see shit in them and you get murdered outside them. I'm happy I didn't end up with one of those people.
