Actually that's exactly what it means.
Rhino no longer serves his original purpose, and three other frames can now take damage and survive at a more efficient rate directly in fire, which [B]literally[/B] invalidates his purpose, which is to absorb horrendous amounts of damage and come out the the side while not looking backwards with a naked chick on each shoulder. He was not given anything by way of compensation and moreover, the very first subsequent hotfix afterward broke Rhino charge and radial blast so that their effects and damage are no longer consistent, and they still haven't been fixed.
When you have the ability to stick any weapon with any number of polarized slots and mods on any frame, it comes down to stats and utility, and rhino basically has one semi useful ultimate for defense missions only, a shitty version of the same ultimate that scales horrendously, and yet ANOTHER knockdown power that is now actually used to get around map or escape damage more than it is for actual utility and damage.
His power set is literally redundant, and inferior to every other frame in the game, and his powers all have glitches and design features that have more issues and weakness than benefits when compared to other frames.
This used to be compensated for with a super strong signature power that let him clutch anything in the game, but has now been nerfed so that it is literally only [B]4% more effective than a maxed steel fiber [/B] mod.
Before you reply in rebuttal, reread the above sentence three times. His signature power, the one that literally defines his gameplay niche and role in warframe is literally something you can have as a passive ALL THE TIME.
There is literally no difference between IS and SF. A level 35 normal enemy can put out enough DPS to remove IS in half a second, and level 100 enemies are now on the endgame.
Rhino's endgame utility is [B]literally[/B] worthless other than his ultimate, and the rest of his abilities are more expensive and poorer versions of other frames' abilities.
I main Rhino, and at high levels my weapon and loadout is literally doing ALL the work. All of it. I can take any other frame, even Mag or Volt, and get better crowd control or power utility.
Considering Rhino was XP locked for a reason, useless is actually a very relevant term to throw around. His power set is literally the worst in the game at high level and with max mods in play and in place.
If you haven't solo'd some level 100 exterminations, you're not really in a position to say what his usefulness is in every situation.
Vauban helmet alert up, time to wait forever for the chassis so I can actually build the thing. I really hope this isn't the way they distribute frames in the future.

He's fairly easy to get. Venus is an early system and his blueprints drop from its boss.

Oh man that alert mission.
Went in solo, wasted last revive on the first defence point, took the remaining two quite easily.. And then holy shit. I go into a vast open area, it's all empty, but i get locked down. i hack the console, pass the gates ... straight into group with a fusion moa. I use my Volt ultimate, everyone except the badass moa dies. While i channeled it he almost cooked me. I run away to regen back outside that was so safe a moment ago... AND ITS FULL OF CORPUS SHITS. My god. 100 shield. 36 health , activate sanic speed, run back straight into moa, run past that shit, run through the door, run through the went, slide down the hill, shit my pants, fly away.
TLDR: Corpus are dicks and really didn't want me to have that blueprint.
Thanks to that and the daily reward i am now randomly closer to the Vauban than any other frame without trying.

I love this game but really tired of farming the same mission 20 times for one piece of something and not getting jack. It's annoying.

It's a very easy frame to get and the idea of being a tank is pretty cool on paper. Don't despair though, I main a fully potato'd and modded Rhino and they said they have changes planned for the rhino, I just hope they'll make him actually useful.

I've been doing Xini for about three days now... I think I've gotten every reward except barrel diffusion and thunderbolt. I got streamline [I]twice in a row[/I] but no god damn barrel diffusion.
Building the 3 pieces for the vauban, I think I'll sell my rhino to make room for it since the volt's speed and shield are still useful against non-corpus
Look, people.
If you want to tank, get Frost. He's currently far better than Rhino, and Frost's ice shield is literally a giant coverdrop for you and your allies. No bullets can touch you, and if enemies enter the bubble, they move and fire at half speed. Plus his ice shot is effective for stopping bosses and ancients cold. The ice wave can be re-directed midcast, and works very well on most mobs and exceptionally well even on Pluto. His ult is the usual stuff, but more effective on shielded enemies.
Beyond that he has the same stats as Rhino. Prior to Rhino's Iron Skin de-buff, Frost was more of a brother/alternative warframe if you wanted a more offensive tank. Now, he pretty much takes up all of Rhino's roles since Frost can do literally everything rhino can and DO IT EVEN BETTER.

I have a Loki with all sprint and stamina mods maxed. Add in a dual zoren with maxed fury and I can outrun literally anyone in any situation.
Unless I'm looting, then I still fall behind.

Get some good players, try Venera up to wave 20. That's how I got mine.
Almost 30'ied Trinity, then all I have left is the Excal prime.
Gimme a new warframe to 30 DE.
They should also add some sort of "/unstuck" command, I'm tired of falling through maps and gettin stuck in the terrain.
