You can transfer most of your PC account's info to your PS4 account but remember you can do it only ONCE.

If they can share info I really don't see why they can't just let you link your account to your PSN and use it on both PC and PS4.

As long as the PS4 and PC versions don't have different items it seems like it could be done though. I'm not an expert on how things like that would work though.
I think there was a problem with syncing, in that all PC/PS4 accounts can't update constantly at the same time.

Sony updates, ANY updates with working code of ANY kind, whether data based or not have to be certified. The minimum on stress testing cert is 6 weeks, period, unless they've made a deal with Sony for faster turnover.
Regardless it'll have to pass cert, meanwhile PC d00ds will be playing the new stuff as soon as it's deployed. (and then the 15 hotfixes later) While PS4 p33ps will have the hotfixed version as a bulk download.
