Here's quote from internets that sums up how to complete event: "You don't really need a load of codex scans. You only need four scans: sunlight jadeleaf, moonlight jadeleaf, sunlight dragonlily, moonlight dragonlily. That allows you to craft the Lapis antitoxin, and if you do the mission with three other people with Lapis antitoxin, then you get 100 points, max out the event, and get all the awards."

No, you have to get 100 points in one mission, they don't stack.
That means you have to craft the Lapis antitoxin and join a game with three other people also using it.
