I remember having the same issue with rewards for BL:R, just hit a button that says something like "check if I qualify" and it will eventually work.
If its like Blacklight the higher level rewards boxes wont be ticked until it goes live.
When is it going live? It's been staying at around 2 hours for several hours now.
I have a feeling that its gonna be a repeat of when Raptr was giving away a Steam Code for Dead Island back in March: A surprisingly huge amount of people bombard the server. Reward is gone in 10 minutes.
Thats how it tends to be with Raptr when it comes to free stuff for a popular game or certain giveaways in general. Then you have oddities like WoW shirts for XBox live avatars. Last time I checked they had a few thousand of them remaining and the promo was going since at least January.
I remember the blacklight stuff going not instantly disappearing, but those rewards are the only ones I have claimed.

Well raprt are giving away under 1000 but more than 500 reactors and catalysis. And according to the the devs there is more than 1 million players.

By the way, you need to grab the Warframe Trainee pack before you can get the reactor/catalyst.

It's live. I just tried to claim it and raptr just silently closed and exited completely, as it just said "nope, can't allow you to do that".
