Nope. Base damage is just that, the foundation you build from.
Base weapons that are strong scale better. A four forma'd Drakgoon will wreck a four forma'd Boar, it's not even a contest.

I could take the health (Probaly Rhino, most likely anyone) or shield (Valkyr) keys, I've already got one of each made, and I might be able to move some mods around on Loki and make/use the speed or possibly damage key

I could take the damage key. Even with the 75% reduction I can still do around 2000 damage per rocket, especially if I use the gas element for infested.

Stunned enemies can be taken down with fancy melee attacks, like stealth attack but not that stealthy and you execute it in front of the enemy.
I've noticed sometimes I seem to do a weird attack with my Jet Kitten (I've seen people calling the Jat Kittag this, and I like it.) I can't figure out a trigger for it, but I'll just randomly attack enemies by doing a like some kind of counter-clockwise spin-flip thing ending with me swinging the hammer over me then slamming it down. Its really cool to watch actually, if only I could find a trigger for it.

With Zephyr's unique gravity and air control, DE's proven they can give frames individual gimmicks- actually giving Frames gimmicks, though, is probably not going to happen, because DE is DE.
and there's how frost, who spends all his time in big snowballs and can be seen visibly squirting out cold vapors from the vents on his arm, apparently has shields that aren't ice-level-proof
