interesting idea about having a 'low level player' simulator type mode
what if there was a PVE version of conclave rating, and lower level missions could have limits
If PvE were to have a conclave-like system, it would just balance it out, making upgrading damage or health completely obsolete because enemies will have more health and do more damage as a result of it.

not really, it just forces an upper limit on the sum of good things you can get
like yeah health + shield + flow + damage is pointless since it just raises your conclave too high, but choosing to sacrifice 2 or 3 of those will make the one you DO use feel significantly better in relation to the level of enemies you have to fight
I think conclave rating could be implemented with a lower and upper limit so there's still progress.

What if you just want your slow weapons to have more fire rate or get more ammo? Or do a fun build like focusing around blocking (which I know is just a way to get stunlocked and killed, but still fun)?
Literally all such a mode would do would just be making stacking the "required" mods (vitality, redirection, serration, etc) more important, increasing the problem with certain mods being completely necessary, which the developers discussed in the stream.
I just don't see the point. Instead of having a progression system, it just gets replaced with a parallel line, which only goes down if you start using fun or "useless" mods.

Low-level is fine where it is now. The only problem is the sudden spikes in difficulty like the Vor fight and interception missions on Earth. As for high level, I would love enemies to have some sort of ceiling for the enemies. Although the grind is pretty much required because this is a F2P game.
I've still got to say, though. After a couple of formas on an extremely good rifle (soma, boltor prime, etc) and every corrupt mod on a high fusion level, getting to one hour on T3 survival gets a lot easier. You basically end up at a point where even end-game becomes easy and I guess that's where most of the "pro" players who want a challenge comes from.
