I think it's because Mekton and Cyberpunk have a good system that leans towards gameplaying being a bit more serious. I mean hell, in Fallout PNP, the Crit Fail table had the possibility of an anvil falling out of the sky on top of you.

Yeah I finally chose a giant cloaker, it's pretty much the coolest spookiest creature I could choose that can fly.

I tend to keep my dragons to extremely rare encounters and never liked the idea of flooding mid level encounters with young ones. It takes away their majesty when you see them too much.

I just threw a hydra at my party for a boss fight. She wasn't all that tough because our Warrior has ridiculous AC, but I don't/didn't want to throw a monster that says "fuck you, breath weapon" at people quite yet, nor did I want "you rolled too low, you're now perma-dead because he looked at you funny" either.

Damn dragons and their natural polymorph; it's basically cheating.
It's a lot harder to design an interesting 1 guy BBEG final showdown than an encounter with multiple NPCs that fill different combat roles, in my opinion. You always either run the risk of it having too much health or 1shotting party members to make him "challenging", where as in group encounters you usually have many low hp targets that deal moderate damage and cast debuffs on the party etc.
