I think for Hellsing or any over-the-top anime you would have to take a game that could work with an urban fantasy setting (for Hellsing in this case) and then take it's wackiness up ten-notches by going light on rules or doing more narrative things than being strict with mechanics.
To actually answer the question: World of Darkness, maybe? Maybe a Savage Worlds of GURPS setting can make it feasible if you don't want to use Exalted.

I personally don't play DnD as I'd rather use a single die type, mechanics that don't frighten me and not be overwhelmed by the amount of splatbooks and powergaming that seems to be present in every DnD/Pathfinder discussion I've seen in my 6 years of Roleplaying. I prefer the 40k RP system and World of Darkness as it allows for stories about people doing stuff and not optimised mages because fighters suck. If I want to play fantasy, I tend to end up playing WFRP 2E and dying in the second session while my small but vicious dog makes a run for it.

Something's wrong when Eclipse Phase, a game where you deal with dense concepts like transhumanism, post-scarcity economies, reputation networks, mind uploading, and all that other jazz has an easier to understand system than Shadowrun.
I won't deny Shadowrun 5th is an enormous improvement over any of the prior editions. But good god does some of the stuff make my head spin (namely, drone rigging, vehicle rules, critter special abilities, and magic). ESPECIALLY drone rigging and vehicle rules.

Percentile dice are best dice
Systems with dice pools and success rates and all that stuff are just... more complicated and hard to understand. Probably why I like the 40k systems and Traveller so much, since they basically just say: roll 1d100 or 2d6, put some modifiers, find results
the amount of actual math and number crunching while you're playing is simple though, so it goes quickly
not that complicated systems are really bad, but I tend to feel that I have more fun in games where the crunch is fast and snappy (Especially in combat) are easier to play since if you've only got to make one quick check, you can more easily fluff your actions instead of having to just do calculations
honestly just trying to figure out Shadowrun's crunch makes my head hurt, and that's after having mostly figured out frikkin exalted (which still exists in a special kind of rule-based hell)
like it seems like it might be easier once you get used to it but just from how it's explained it sounds hard

Magic is really one of the simplest systems in the game.
Casting a spell is generally a much simpler process than shooting someone. Rigging is terrible though.

Percentile dice are not inherently better than dice pools. The only advantage they have is that it takes about a second longer to read 10-20 dice as opposed to only about two.
Shadowrun's system is very simple at it's core, almost all rolls are done by taking your rank in a skill, combining it with your rank the relevant attribute, and then rolling the combined amount of dice.
The problem comes from the absolutely ridiculous amount of modifiers that apply to every roll, especially in combat.
I'm pretty sure we've tunnelled into the negative space zone in Exalted
because we've split the party and the game has actually gotten better

I mean also to add to the humor i actually had made a chart for whore prices. The bard of the group was like "i go off and play my instrument for the girls i shmoozed" and he got a 22 on his preform check and he was literally surrounded by babes.
