There are some Marvel-based superhero games you could look into that are a bit simpler.

Ive joined three mutants and masterminds games, but not played a single mutants and masterminds game. For some reason, the game explodes on itself before it even begins.

Sounds like good old D&D would suit you fine? With your own low fantasy dystopian city setting
Exalted solves all problems. It makes a bunch more, but ignore that.

It focuses heavily on intrigue, investigation, and diplomacy, but also focuses just as heavily on combat, battle, and large scale warfare. Save for the thing about dystopian settings, its perfect.

You could all watch a few episodes of the show for inspiration and to get a feel for things. Maybe. I don't know anything anymore.

Clanking robot army with laser faces here I come! Honestly the Numeria books seem they'll give a whole new scope for people to take campaigns in if they wish. I have to try not to implement this into my campaign I have going now. I don't think the party would be too happy if I sprung a giant highly advanced battle machine on them.

I've just been writing up loads of nifty/cheesy villains and heroes for the past few days so anyone who joins is in for a good time in a setting that Axecop would not feel out of place in. Just as a reference/teaser for anyone interested, one of the 'episode/missions' will involve a Zombified Issac Newton and another may include a marauding band of Space Vikings looting and pillaging a major metropolitan city from their open-top space-longboat.

But beyond that I'm sure they have taken the Technology Guide into account in terms of PFS.
